GENERAL DESCRIPTION: Performs a variety of advanced (senior-level) administrative operations and activities within assigned area of responsibility, including special projects, research studies, analysis and other specialized functions. Work involves overseeing and implementing organizational studies and evaluations, evaluating systems and procedures, overseeing work simplification studies, and evaluating operations and procedures manuals to assist management in operating more efficiently and effectively. May plan, assign, and/or supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. ESSENTIAL DUTIES / RESPONSIBILITIES: 1. Serves as lead trainer; plans, assigns, and monitors the work of assigned staff. 2. Assists and or trains assigned team with the development of requisitions for Procurement & Contract Services (PCS) by describing services to be rendered and entering requisitions into CAPPS, completing receiving reports, and evaluating information supplied by PCS, and developing scope of work (SOW) statements prior to submission to PCS. 3. Plan and direct the administration of divisional contracts awarded (contracts, subcontracts, cooperative agreements, and grants), and evaluates activities associated with assigned contracts; participates in research and evaluation of proposed contractual obligations and agreements; and reports on findings and pertinent information to PCS and senior management. 4. Oversee and coordinate the development of/and maintains accurate filing system on all division procurements and contracts, including flagging and monitoring all expiring contracts, grants and agreements to ensure continuation of services. Maintains schedules for reporting and/or other deliverable due dates and other unique award requirements that must be adhered to (e.g. source origin restrictions, travel restrictions, etc.) for awarded contracts. 5. Assist in the administration of the division¿s SharePoint sites. To include development of pages, lists, and reports as needed for assigned projects and other day-today operations. 6. Evaluate and execute new or improved business processes and management practices for application to agency programs or operations pertaining to division project management, and procurements as assigned. Interpret historical, current, and projected data to identify problems, causes, and areas for which procedural system changes are indicated and identifies alternatives and makes and justifies recommendations. 7.
