City of QuincyCITY OF Quincy JOB DESCRIPTION TITLE: Transportation Manager Date: June 2025 Department: Transportation REPORTS TO: Director of Transportation FLSA: Exempt POSITION SUMMARY: Under direct supervision of the Director of Transportation, this position will be responsible for supporting the Director of Transportation in maintaining efficient operations of Quincy Transit Lines, which includes assisting with Fixed Route, Demand Response, and the contractual obligations for Quincy Transit Lines JOB DUTIES AND RESPONSIBILITIES Will assume full management responsibilities in the absence of the Director of Transportation. Produce monthly, quarterly, and year-end reports and/or audits for IDOT and community partners. Will provide direct supervision to scheduling staff and assist with supervision of operations staff. Primary contact for outside agencies in dealing with scheduling client trips. Responsible for the maintenance and operational control of the automated scheduling program. Has primary responsibility for daily payroll records. In conjunction with the Director of Transportation, develop effective grant proposals and grant reports based on the agency's needs. In conjunction with the Director of Transportation, develops necessary documentation, such as Request for Proposals and bid notifications, for transit grants. In conjunction with the Director of Transportation, monitors program/equipment needs through a capital needs assessment. Responsible for maintaining inventory of vehicles and other transit assets, as well as other grant reporting requirements of vehicles. Responsible for purchasing supplies for both office and operations Responsible for daily invoice entry. Complete and comply with all required training and certifications Other duties as assigned by the Director of Transportation. Qualifications: Training and Experience: Associate's degree in public administration, business, transportation planning or a related field or a minimum of five years' work experience in a relevant profession; transportation preferred. Experience in grant research, proposal writing, and grant management. Demonstrates the capability of implementing grant program guidelines and the ability to handle the administration of, or able to learn, the complex requirements of the transit system. Excellent working knowledge of MS Office; especially Excel. Ability to make independent decisions and recommendations. Must be able to maintain confidentiality concerning fiscal information and matters in relation to budgets, salaries, staff and other aspects of a multifaceted public agency. Must be able to follow directions and complete assigned tasks in a timely and efficient manner. Must have the ability to communicate effectively. Licenses/Certifications: Valid Illinois Driver's License, or the ability to obtain same within 90 days of hire date. Knowledge, Skills and Abilities: Working knowledge of the professional and technical standards of fleet management; of current trends and technological developments pertaining to procurement, utilization, operation, budget/cost allocation, and fuel/maintenance; principles and practices of management, budgeting, and cost control; knowledge of principles and practices of automotive repair shop management of automotive and heavy equipment; applicable U.S. Department of Transportation Motor Carrier Safety Regulations; applicable Federal and State Safety and Health Regulations; applicable fire safety codes; working knowledge of effective supervisory principles; knowledge of applicable labor agreements; fleet financing, purchasing, and lease-purchasing; of the principles and practices of public administration/organization including personnel and fiscal management.
