SPN Solutions Inc.Job Description: You are the senior advisor on a program that modernizes how the nation's medical stockpile sees its own inventory: the person the customer's executives call, who sets direction across operations, development, data quality and warehouse integration, and who keeps the whole effort pointed at mission readiness. Full time, W-2, based in Fairfax, Virginia with some telework, starting October 2026. Why this job exists SPN Solutions has won a new contract to operate and modernize the information systems behind the Strategic National Stockpile, part of HHS's Administration for Strategic Preparedness and Response (ASPR). The Stockpile holds the nation's reserve of medicines and medical supplies for public health emergencies. When a hurricane, an outbreak or another emergency calls for those supplies, the systems this team runs are how the country knows what it has, where it is and how fast it can move. The platform is Oracle E-Business Suite, and the program is moving it to Oracle Cloud while raising the quality of the inventory data and tightening the integration with the warehouse partners that hold the stock. You would join at the start, on a new team, with real work to own from the first week. Provide executive leadership across four service towers (operations, development, data and integration, program support) with the Program Manager. Set overall project direction: roadmap, priorities, risks and the sequencing of data quality, 3PL synchronization and decommissioning. Own senior relationships with Government system owners, program leadership and partner organizations. Review architecture, data governance and cutover decisions; advise on what the Government should decide and what evidence it needs to decide it. Mentor the technical leads and stand behind the quality of every major deliverable. What you need 12 or more years in federal supply chain, inventory or logistics systems modernization, including leadership of large ERP programs. Experience as a trusted advisor to senior Government executives, with direct accountability for program direction. Leadership of portfolios with multiple project managers and large technical teams. Working command of Oracle E-Business Suite or a comparable ERP in supply chain and inventory, cloud migration, and data governance. Bachelor's degree in computer science, engineering or a related field. U.S. citizenship and the ability to obtain an HHS Tier 2 public trust determination.
