ConfidentialThe Eastern Oklahoma Development District of Oklahoma (EODD) seeks a highly motivated, self-starting professional to fill the key position of Transportation Planner. The Planner works in conjunction with the Northeast Oklahoma Regional Transportation Planning Organization (NEORTPO). NEORTPO serves as the Regional Transportation Planning Organization (RTPO) for a 14-county area in Northeast and Eastern Oklahoma, encompassing the seven counties served by the Grand Gateway Economic Development Association (GGEDA) and the seven counties served by the Eastern Oklahoma Development District (EODD). The Planner will work in conjunction with the GGEDA Regional Transportation Director. POSITION DESCRIPTION The Transportation Planner leads efforts for long-range transportation planning in the EODD region including data gathering and analysis, public outreach programs and the preparation of planning documents. The NEORTPO Planner will coordinate transportation planning efforts and activities with the GGEDA Regional Transportation Director, the NEORTPO Policy Board and Technical Committee, and the Oklahoma Department of Transportation. The position is primarily office-based with routine travel for meetings, trainings, site visits, and public presentations. DUTIES AND RESPONSIBILITIES Coordinates the development of Long-Range Transportation Plan (LRTP) for the EODD region with staff from GGEDA, the state transportation agency, local stakeholders, and state and local officials. Analyzes short-range transportation data and coordinates the development of local transportation projects. Performs field work related to all aspects of transportation planning including photo inventories, grant assessments, data gathering, site assessments, and after-action reviews. Utilizes geographic information systems (GIS), computer modeling and other technical tools, as necessary to develop transportation plans. Provides input into and contributes to all relevant transportation planning documents. Implement community engagement strategies to generate local input into transportation plans. Attends NEORTPO meetings, assists with meeting agendas, and presents information during meetings. Additional duties as assigned by supervisor and/or Executive Director. QUALIFICATIONS AND PREFERENCES Degree from an accredited four-year college or university in urban and/or regional planning, architecture, environmental studies, geographic information systems or closely related field is preferred. One or more years of related experience and/or training or equivalent combination of education and experience is preferred. Ability to utilize Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and various social media platforms (Facebook, Twitter, Instagram, LinkedIn). Experience with or an understanding of GIS software is a plus. Excellent verbal and written communication skills and demonstrated ability to work in a team structure with diverse groups of people. Knowledge of federal and state transportation laws, regulations, and funding programs.
