State of FloridaRequisition No: 884666 Agency: Commerce Working Title: PURCHASING ANALYST - 40000418 Pay Plan: Career Service Position Number: 40000418 Salary: 42,463.48 Posting Closing Date: 10/18/2026 Total Compensation Estimator Tool Position Overview and Responsibilities: The Purchasing Analyst position reports directly to the Purchasing Manager within the Bureau of General Services and is responsible for providing procurement support. This position must have a working knowledge of Chapter 287 and 110, Florida Statute, and Rules 60A, Florida Administrative Code. Specific responsibilities of the Government Operations Consultant III include, but are not limited to, the following: Responsible for issuing Invitations to Bid, Requests for Proposals, Invitations to Negotiate, and other solicitations, as appropriate. Provides information and support to Department staff in the solicitation process. Facilitate pre-bid conferences, ITN negotiations, RFP presentations, and evaluates vendor submissions of bids/proposals for responsiveness and responsibility. Provide technical consultation, research, and recommendations for purchases. Applies State Laws, Rules, and Policy in the development and management of the solicitation process. Prepares and maintains required solicitation documentation. Development and review of informal procurements for products and services, including purchases from State Term Contracts and Alternate Contract Sources. Direct experience using MFMP (e.g., creating, reviewing, approving, submitting purchase requisitions). Experience must be reflected and detailed on your state application. Develop and implement effective training and technical assistance strategies for department staff, to assist all involved in procurement functions. Coordinate projects with divisional procurement leads the Departmental Purchasing Manager, department leadership, and the office of General Counsel. Performs other duties and special projects, as required. Knowledge, Skills, and Abilities: Expertise in Chapter 287, Florida Statutes, and Rule 60A, Florida Administrative Code. Expertise in Florida’s public record laws. Demonstrated ability to provide excellent internal and external customer service. Demonstrated ability to communicate effectively, both verbally and in writing. Demonstrated ability to build consensus and successfully lead group projects. Demonstrated ability to simultaneously manage multiple high-priority projects. Demonstrated ability to analyze, interpret, and apply complex rules, regulations, statutes, and policies. Proficiency in the Microsoft Office Suite. Accountability, Communication, Empowerment, Flexibility, Integrity, Respect, Teamwork Minimum Qualifications: At least two years of professional public sector purchasing experience. Experience developing or administering formal competitive procurements for information technology commodities or services, including statements of work, technical specifications, special conditions, evaluation criteria, or solicitation terms and conditions. Preferred Qualifications: Experience leading or supporting large, complex, or high-dollar information technology procurements in a public-sector environment. Experience drafting IT-related scopes of work, technical specifications, and contract terms for enterprise software, cloud services, cybersecurity tools, telecommunications, or other technology solutions. Experience with State Term Contracts, Alternate Contract Sources, and other governmental purchasing vehicles. Requirements: Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes. Office hours are from 8:00 A.M. to 5:00 P.M. Eastern Standard Time, Monday through Friday.
