Performs complex (journey-level) administrative and supervisory program work. Plans, organizes and implements activities of transit planning and grant management. Lead Valley Metro’s planning and grants functions to support accessible public transportation throughout the service area. Provide accountability for the grant portfolio and the work of Transportation Planners and assigned Planning and Grants staff under the general direction of the Director of Regional Transit. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Establish annual work plans, assign projects, set deadlines and performance expectations, review deliverables, coach and train staff and conduct performance evaluations. Participate in hiring and recommend personnel actions consistent with LRGVDC policies. Manage daily transit planning and mobility coordination activities in alignment with departmental priorities and available funding. Research, compile, describe, organize, analyze and present data and information for grant proposals. Writes, and organize grant proposals; approve and organizes proposals written by other transit staff. Provide technical assistance and cross-training in planning and grant administration to support continuity of operations. Evaluate program effectiveness and service performance, verify data accuracy and support required National Transit Database and TxDOT reporting with responsible staff. Disseminate information on grant opportunities to other transit staff. Coordinate with Procurement on grant-funded purchases and contracts, including applicable federal and state requirements, required documentation and project delivery milestones. Management of metropolitan planning requirements, federal, state, local reporting requirements. Prepare, review and coordinate grant applications, scopes of work, budgets, schedules, supporting documentation and certifications. Obtain required internal approvals and submit applications and award updates through FTA TrAMS, TGEMS and other applicable systems. Maintain complete grant files, agreements, approvals, reports and supporting records for monitoring, audits, records retention and closeout. Complete grant closeouts with Finance and project leads, including final reports, reconciliation of funds, completed deliverables and funding agency acceptance. Track continuing asset and recordkeeping obligations after closeout. Assists in planning, implementing, coordinating, monitoring, and evaluating programs. Assists in the development of program guidelines, procedures, policies, rules, and regulations; and monitors compliance with policies and procedures. Assists in the preparation of program budget requests. Maintain a master grant register and calendar showing award periods, approved scopes, budgets, local match, expenditures, balances, milestones, reporting deadlines and closeout requirements. Assists in the preparation of training and operational manuals, educational and marketing materials, and public information programs. Attend FTA, TxDOT, MPO and stakeholder meetings and represent Valley Metro on assigned planning and grant matters. Prepare correspondence, presentations and recommendations for the Director, executive leadership and Board. Oversee public information, planning outreach and mobility coordination materials. Coordinate stakeholder input on proposed services, stops and transit improvements with Operations and other responsible staff.
