Procurement Specialist – Category Management & Strategic Sourcing

Position Overview Location: Vancouver, BC Industry: Public Sector – Municipal Government & Utilities Our client is seeking an experienced Procurement Specialist to support the development and implementation of category management strategies and strategic sourcing initiatives. This individual will work closely with procurement leadership and internal stakeholders to identify sourcing opportunities, improve procurement processes, and deliver value through effective supplier and contract management. The ideal candidate brings hands-on experience executing category strategies, managing competitive procurement processes, and leveraging spend analysis and market intelligence to support informed purchasing decisions. Key Responsibilities Support the development, implementation, and ongoing execution of category management strategies aligned with organizational objectives and procurement priorities. Lead end-to-end strategic sourcing initiatives, including supplier identification, market research, competitive bidding, evaluation, negotiation, and contract award. Develop and manage RFPs, RFQs, and RFIs, including preparing solicitation documents, coordinating stakeholder evaluations, analyzing supplier proposals, and making award recommendations. Conduct spend analysis, supplier benchmarking, and market assessments to identify cost-saving opportunities, procurement efficiencies, and potential supply risks. Collaborate with internal departments to understand purchasing requirements, assess existing supplier arrangements, and develop category-specific sourcing plans. Support supplier negotiations related to pricing, contractual terms, service-level agreements, and commercial conditions. Manage supplier relationships and monitor performance to ensure compliance with contractual obligations, service expectations, and organizational procurement policies. Review existing contracts and identify opportunities for renewals, renegotiations, supplier consolidation, and improved commercial terms. Track procurement performance indicators, including cost savings, contract compliance, supplier performance, and category management objectives. Identify and implement process improvements to enhance sourcing effectiveness, procurement efficiency, and overall category performance. Prepare procurement reports, business cases, and recommendations to support sourcing decisions and communicate procurement outcomes to leadership. Qualifications & Experience Demonstrated experience in procurement, strategic sourcing, and category management. Direct experience developing, implementing, or executing category management strategies. Proven experience managing end-to-end RFP/RFQ processes and competitive sourcing initiatives. Strong understanding of supplier evaluation, contract negotiations, procurement policies, and sourcing best practices. Experience conducting spend analysis, market research, and supplier performance assessments.
