The Department of Administration's State Procurement Services Division is looking for a Procurement Officer who solves problems and communicates exceptionally well to support the Department of Corrections (DOC). The State of Montana recently implemented a centralized procurement model built around an enterprise procurement team plus agency-based staff who work alongside the agencies they serve. In this role, you'll be a Department of Administration employee located at DOC, providing procurement support directly to the department. You'll be one of four procurement officers reporting to the DOC procurement supervisor. You would be responsible for overseeing and coordinating all procurement activities within the DOC ensuring procurements and contracts are completed accurately, efficiently, and in accordance with applicable laws, policies, procedures, and funding requirements. This position mentor’s DOC staff in procurement procedures, conducts solicitations for goods and services, and provides contract oversight and management of all assigned and on-going contracts. If you have good judgment, organizational skills, and the ability to explain complex procurement and contracting requirements to a wide range of internal stakeholders you should apply! Responsibilities Include: Develop clear scopes of work, specifications, solicitation documents, evaluation criteria, and contract documentation. Conduct market research and analyze pricing, proposals, contract terms, and procurement risk. Manage competitive solicitations, evaluations, awards, and contract administration in a fair, transparent, and defensible manner. Coordinate contract amendments, renewals, corrective actions, and contract closeout activities. Maintain ethical conduct, confidentiality, impartiality, and complete audit-ready procurement files. Support procurements essential to Corrections operations, including healthcare, food service, safety and security, technology, and other DOC programs. In this position you will be afforded the opportunity to telework, however there will be required weekly in office day(s) in Helena. Specific conditions will be outlined as part of the job offer and must adhere to state policy. Education and Experience: Bachelor’s degree in Business, Public Administration, Communication, or related field; OR Associate degree in Business Public Administration, Communication, or related field and two years’ experience in technical writing, research, or project management; OR Alternate combinations of education and experience will be considered on a case-by-case basis.
