The pay rate may be commensurate with education and/or experience within fiscal constraints if approved. JOB DUTIES Manage the day-to-day operations of a team of Procurement Contract Officers responsible for procurement, acquisition, contract administration, and management of complex, multi-million-dollar commodity, maintenance, service, and IT solutions contracts for the NDOT. Provide leadership, guidance, and performance oversight to team members. Lead and oversee Procurement Contract Officers in the research, development, and preparation of technical specifications, scopes of work, Requests for Proposals (RFPs), and Invitations to Bid (ITBs). Establish contract assignments and priorities while overseeing workloads to ensure timely and successful delivery of all projects. Guide project execution by monitoring timelines, assessing progress, and removing obstacles. Standardize processes to improve efficiency and compliance. Oversee Procurement Contract Officers in monitoring supplier and contractor performance and ensuring timely corrective action for issues such as delivery problems, materials out of specification, or incorrect invoicing. Perform other duties as assigned. Requirements / Qualifications: Minimum Qualifications: Bachelor’s degree in business administration, procurement, supply/inventory operations, or related field AND six years of procurement experience with at least two years of experience in leading and/or supervising professional-level procurement teams. Experience can be substituted for education on a year-for-year basis. Preferred Qualifications: Demonstrated experience of strong leadership skills with the ability to engage a team, drive task accountability, and oversee project execution. KNOWLEDGE / SKILLS / ABILITIES Knowledge of State and agency purchasing policies, procedures, statutes, and rules.
