Join Our Team as a Jr. Procurement Analyst at Atlantic Lottery!
The Jr. Procurement Analyst enables compliant, efficient public procurement by owning the build, execution, and data integrity of lower tier, operational sourcing and procure-to-pay workflows. The role administers the e-bidding platform, executes within-threshold RFQs and roster solicitations, stewards vendor master and banking controls, and maintains contract and procurement records to audit-ready standards. Working closely with Procurement Analysts and internal stakeholders, the Jr. Procurement Analyst monitors cycle times and bottlenecks and supports continuous improvements in templates, workflows, and data quality.

What you'll do
Responsibilities
Sourcing & eBidding Support
- Run low-complexity RFQs and roster solicitations end-to-end in our e-bidding platform using standard templates and clear evaluation criteria.
- Summarize quotes and support award recommendations within delegated limits, escalating risks and exceptions when needed.
Contracts, Vendor Data & Compliance
- Coordinate contract and document workflows (approvals, e-signatures, filing) and keep procurement records audit-ready.
- Support supplier set-up and banking changes with strong validation controls and attention to policy and segregation-of-duties.
Oracle Procure-to-Pay Operations
- Create and maintain purchase orders within delegated authority, ensuring accurate coding and documentation.
- Help keep requisitions moving by troubleshooting workflow issues and resolving day-to-day purchasing questions.
Reporting, Stakeholder Support & Continuous Improvement
- Produce basic reporting and flag trends or exceptions to support decision-making and audit preparation.
- Support stakeholders with procurement process guidance and contribute to templates and process improvements that reduce cycle time.
What you'll need
Qualifications
Education and Experience:
- Bachelor's degree or diploma in supply chain management, business, finance, or related field.
- 1-3 years of experience in procurement, purchasing, contract administration, and/or accounts payable in a fast-paced environment.
- Experience working with procurement and/or e-bidding systems (e.g., Biddingo, Bonfire, SAP Ariba, Coupa) and/or ERP procure-to-pay tools (e.g., Oracle).
- Experience supporting RFQs, purchase orders, supplier onboarding, and maintaining documentation/records with strong attention to detail.
- Must be 19 years of age or older to apply.
- Must reside in Atlantic Canada.

- Detail, Data Integrity & Compliance: Maintains accurate data and high-quality documentation while following policies, controls, and procurement best practices.
- Excel & Reporting Skills: Uses intermediate Excel (filters, lookups, pivot tables) and works comfortably with reports and data extracts to support decisions and follow-up.
- Procure-to-Pay Process Knowledge: Working knowledge of requisitions, purchase orders, receiving, and invoicing, with the ability to troubleshoot workflow issues and escalate when needed.
- Clear, Professional Communication: Communicates clearly in writing and verbally, tailoring messages for suppliers and internal partners to resolve issues efficiently.
- Sound Judgment & Risk Escalation: Identifies risks, exceptions, and control concerns, and escalates appropriately using good judgment and discretion.
Assets:
Certification in public procurement such as SCMP, CPPB, PSPP or CPP
Work Location & Flexibility
Office or Hybrid (after probation)
Work from our Moncton office (preferred for onboarding).
- During Probation: Full-time in-office, based in Moncton, NB preferred.
- After Probation: Choose full‑time in office or hybrid (2-3 days/week onsite)
Compensation
- Salary Band: $52,000 - $78,000
- Expected Hiring Range: $55,000 - $65,000 (based on experience, skills, market conditions, and internal equity)

Recruitment Process

A Predictive Index (PI) assessment will also be conducted or shared with hiring managers.
