Professional certification as a Certified Technology Procurement Executive (CTPE) or Certified Professional Contracts Manager (CPCM) is also highly desirable. Job Description: Core Role Supports the Department of Innovation & Technology (DoIT) Purchasing Team with Citywide IT purchasing and contract coordination. Performs professional‑level work in formal purchasing, contract negotiation, software licensing, and IT asset management. Key Responsibilities Develop scopes and technical specifications for IT projects with customers and SMEs. Draft, review, and manage RFBs, RFPs, and RFIs. Review, compare, and negotiate vendor proposals, bids, and contract documents. Draft, edit, interpret, and clarify contract terms, legal requirements, and specifications. Recommend or award contracts and monitor contract expenditures. Track and manage software licenses and enterprise agreements for compliance and strategic planning. Respond to inquiries regarding contract award criteria and procurement decisions. Prepare Council Reports and attend Council Study Sessions to address questions. Ensure all purchasing and contracting activities align with City and DoIT strategies. Role Expectations Exercise independence and initiative in managing formal IT purchasing and contract administration. Conduct complex negotiations requiring broad knowledge of IT systems, public procurement law, and City regulations. Review work of others to ensure compliance with policies, procedures, and legal guidelines. Work under general supervision with performance reviewed through meetings, reports, and stakeholder interactions. Ideal Candidate Profile Strong background in formal IT purchasing and contract negotiation (software, hardware, systems). Experience working between IT departments and centralized procurement offices. Skilled in developing scopes/specifications, drafting solicitations, evaluating bids, and negotiating contracts. Proficient in monitoring expenditures, license compliance, researching procurement history, and preparing Council Reports. Experienced in PO creation, quote gathering, delivery tracking, invoice processing, and procurement card reconciliation. Familiar with IT asset management best practices and procurement/contract law. Able to manage competing priorities, communicate effectively, and produce accurate, detailed work. Proficient in Microsoft Office; ERP experience (CGI Advantage) highly desirable. Collaborative, customer‑focused, and effective in working with peers, vendors, and partners.
