IT Procurement Analyst

IT Procurement Analyst (Software & SaaS) Phoenix, AZ Due to Government restrictions, only U.S. Citizens and Green Card Holders will be considered. No C2C or Third Parties. Our client is an established organization dedicated to driving digital modernization and operational excellence. In this role, you will play a part in shaping the agency's technology landscape by managing software portfolios and guiding strategic IT investments. Here’s What You’ll Be Doing Managing end-to-end IT software and SaaS acquisitions, from initial requirement gathering through contract execution. Directing software contract renewals, license optimization initiatives, and vendor negotiations to maximize cost-efficiency. Collaborating closely with IT, Legal, Finance, and InfoSec teams to ensure regulatory compliance and operational alignment. Developing and evaluating solicitation documents, including Requests for Quotes (RFQs), Requests for Proposals (RFPs), and Requests for Information (RFI). Analyzing vendor performance and market research to provide objective supplier selection recommendations. Here’s What Our Ideal Candidate Has Minimum of 3 years of hands-on experience in IT software and SaaS procurement. Proven background managing software portfolios, contract renewals, and software vendor negotiations. Strong familiarity with IT products, services, and cloud-based software licensing models. Excellent communication and stakeholder management skills, with experience partnering alongside Legal, Finance, and Information Security teams. Local availability for initial on-site training (3-4 weeks) followed by a flexible hybrid schedule (4 days remote / 1 day on-site per week).
