Location: Albany, NY Category: Professional Positions Job Type: Full-time Posted On: Mon Oct 5 2026 Job Description: The Office of System-wide Procurement is looking to fill multiple Contract Manager positions for their growing department. Contract Managers will be responsible for developing Requests for Proposals (RFPs), Invitations for Bid (IFBs), Requests for Quotes (RFQs), single and sole source requests, and managing resultant technology, services, and commodities contracts on behalf of SUNY System Administration to include System Administration and System-wide contracts utilized by all campuses. The Contract Manager will be responsible for negotiating, developing, preparing, reviewing, implementing, processing, tracking and providing fiscal and administrative oversight of contracts in accordance with applicable New York state laws, rules, regulations, and policies. Duties and Responsibilities Include: Manage a portfolio of SUNY System Administration and System-wide contracts; overseeing and managing the entire contract lifecycle. Develop RFPs, IFBs, RFQs, RFIs, single and sole source requests, evaluation instruments, and other procurement documentation for the procurement of technology, services, and commodities, ensuring that procurements meet applicable statutory requirements and guidelines, and University policies and procedures. Perform market research and data analysis in potential contract categories. Serve as a procurement liaison and resource for all SUNY campuses; provide guidance, technical assistance, and training to facilitate the procurement process. Evaluate bids to determine recommended awardee(s) and ensure accurate completion of all documents needed for the procurement record. Perform contract management tasks including overseeing vendor performance and contract modifications, such as price adjustments, amendments, as well as interpreting contract terms and conditions to ensure full compliance. Review contracts for fiscal and programmatic correctness, adherence to policy, compatibility with business programs and goals, availability of funds, and appropriateness of rates. Develop procurement templates and provide input and recommend improvements to SUNY procurement policies and procedures. Coordinate with various state agencies involved in the contracting and approval process, such as the Office of the Attorney General (OAG), Office of the State Comptroller (OSC), Office of General Services (OGS), and the Office of Information Technology Services (OITS). Perform other assigned duties as requested. Job Requirements: Required Qualifications: Bachelor's degree in public administration, supply chain management, business, or related field. Or Associate's degree and 2 years of procurement and category management experience. Experience in SUNY, higher education, or New York government agency procurement preferred. Experience in procurement and category management, preferably in the public sector, managing contracts and related budgets, is preferred. Strong written, negotiation, verbal, and interpersonal skills to effectively communicate with various levels of management at campuses and state agencies. Ability to analyze data and identify trends, opportunities, and effectively manage multiple projects simultaneously. Ability to apply independent judgment in situations involving compliance with applicable statutory requirements and guidelines, and University policies and procedures. Proficiency with the Microsoft Office suite. Additional Information: Salary is dependent on a variety of factors, including but not limited to, experience, education, training, and certifications. The range for this position is $63,000-$74,000 annually . The posted salary range reflects the minimum and maximum target for this position.
