Upper East Tennessee Human Development AgencyPosition Summary/Objectives As WAP Manager, you’ll lead programs that help families throughout our community live in homes that are safer, healthier, more comfortable, and more energy efficient. Working with our Weatherization Assistance, HVAC, and Multifamily Weatherization Programs, you’ll oversee day-to-day operations, support and develop program staff, coordinate with contractors, manage production and reporting, and help ensure services are delivered efficiently, responsibly, and in compliance with program requirements. While this is primarily an administrative and office-based role, you’ll also travel throughout the Agency’s eight-county service area for site visits, meetings, contractor coordination, training, and program oversight. We’re looking for a strong leader who wants to put their experience to work not just managing programs, but helping those programs make a meaningful difference in the lives of the families we serve Essential Functions Provide overall leadership and program management for WAP, HVAC, and Multifamily Weatherization operations, ensuring compliance with program, contractual, safety, and Agency requirements. Develop and manage program schedules, work plans, production goals, project assignments, expenditures, and deadlines to support efficient and timely service delivery. Supervise and develop program staff through clear expectations, training, coaching, performance management, and professional development. Coordinate staff, contractors, and subcontractors to ensure assessments, work, inspections, documentation, and project closeouts meet required quality and compliance standards. Monitor contractor and vendor performance, including quality, timeliness, invoicing, documentation, and compliance, and address concerns as needed. Oversee program monitoring, client and program files, procurement, internal controls, corrective actions, and required recordkeeping with strong attention to accuracy and detail. Assist with budget development and fiscal oversight, including invoice review, expenditure monitoring, and reconciliation. Analyze production, expenditure, inspection, and performance data to identify concerns, solve problems, and adjust program activities to meet established goals. Maintain accountability for program vehicles, tools, equipment, materials, and other Agency property. Maintain required staff training and certifications while building effective relationships with clients, contractors, government agencies, community partners, and other stakeholders. Participate in required meetings, training, conferences, site visits, and other program activities. Perform other duties as assigned. Additional coverage options are available, with any cost difference paid by the employee 1 day of healthcare/personal accrued per month (12 days per year) Retirement Plan: Tennessee Consolidated Retirement System (TCRS). Eligible employees contribute 5% of annual wages on a pre-tax basis to the defined TCRS plan. UETHDA contributes an amortized amount as determined by TCRS.
