Town of DillonGENERAL SUMMARY: The Utility Superintendent is responsible for the operation and maintenance of the Town of Dillon Water Treatment Facility, Water Distribution System, and Wastewater Collection System. This position performs and oversees a variety of skilled, semi-skilled, and routine tasks required in operating, maintaining, and optimizing the Town’s water and wastewater infrastructure. Key operational areas include the membrane water treatment plant, water distribution system and storage, sanitary sewer collection system, cross-connection control program, raw water intakes, and GIS information systems. This position is given considerable latitude for independent judgment and decision-making to ensure compliance with federal and state drinking water standards. Staff Leadership & Management: Plan, organize, motivate, schedule, direct, establish responsibilities, and review activities of employees to meet all job requirements, formulating and scheduling all work of subordinates including onthejob training. Supervise, coordinate, and inspect work activities to ensure safe, efficient performance in accordance with standard operating procedures. Team Development & Training: Work to improve the knowledge and abilities of the water department team by training and delegating responsibilities accordingly. Safety & Emergency Response: Formulate and implement employee safety training programs to alleviate occupational hazards. Provide supervision and technical expertise in formulating emergency operations procedures to minimize service interruptions, performing service or providing guidance during emergency repairs. Regulatory Compliance & Reporting: Provide and maintain complete reports and records to ensure compliance with town, state, and federal regulatory requirements, and maintain accurate records of work to include labor and material. Budgeting & Procurement: Assist with budget development and implementation. Work with personnel to ensure repair material, equipment, and chemicals are ordered on a timely basis and on hand when needed, handling purchase requests as required. Planning & Engineering: Participate in the longrange planning and design of water infrastructure replacement and maintenance projects. Work with the town's engineering department on the integration of new water and sewer facilities. Troubleshooting & Cost Estimating: Determine resolutions, troubleshoot utility problems, determine corrective actions, prioritize projects, and design and prepare cost estimates on small projects.
