i-APSWorking hours Flexible Location United States Job Description About the assignment: i-APS is recruiting several positions for the planned U.S. Department of Labor, Bureau of International Labor Affairs (ILAB) requirement for on-demand monitoring, evaluation, and data services. The services will assess and report on the effectiveness and outcomes of ILAB-funded technical assistance projects and other program areas. ILAB anticipates a contract with one 12-month base period and four 12-month option periods. Assignments span Africa, Asia, the Middle East, Europe, North, Central and South America, and the Caribbean, and cover five task areas: Outcome-based interim, final, and thematic performance evaluations; Rapid and ad-hoc evaluative studies; Ad hoc training and collaborative learning activities on M&E topics; Data support services, including data quality assessments; Data visualization, communications, and synthesis support. Project (Contract) Manager Position Designated key personnel. Full-time position based in the United States; candidates must be authorized to work in the United States. Substitution requires prior written approval from the Contracting Officer's Representative (COR). Responsibilities Hold primary responsibility for ensuring that all deliverables are of the highest quality and are completed on time and within budget; Manage workflow across the bench of specialists, subcontractors, and all others contributing to the work; Act with full authority for i-APS on all contract matters relating to daily operation of the contract; Identify problems, recommend resolutions, and manage the project team; Provide quality control and plan and assign tasks to the evaluation team; Serve as liaison between the COR and the evaluation team, and as the key point of contact for each evaluation; Review evaluation work, reports, and all work output, and engage clients on program and technical issues; Provide technical assistance to ILAB and project staff; Identify and address technical and complex areas of each evaluation, and monitor job performance and quality; Prepare and implement the staffing plan, project plan, and quality control standards; Prepare and submit monthly progress reports and final deliverables; Remain available between 9:00 a.m. and 5:30 p.m. U.S. Eastern Time, Monday through Friday, and during early mornings, evenings, and weekends while fieldwork is underway. Minimum Qualifications Authorization to work in the United States; Bachelor's degree or higher; At least 5 years of contract management experience in an international development context; At least 5 years of experience performing and overseeing multiple types of MEL services; At least 5 years of experience with administrative responsibilities, including meeting deadlines and overseeing the preparation and submission of required deliverables; At least 5 years of experience building and maintaining working relationships with stakeholders; Fluency in written and spoken English; Ability to produce and edit high-quality deliverables in proficient English on deadline.
