ConfidentialEFFECT EFFECTIVE DATE: October 2026 FLSA: Non-Exempt JOB TITLE: Trolley/Rail Command Center Dispatcher DEPARTMENT: Trolley Operations REPORTS TO: General Manager of Trolley PAY RATE: $54,396.00 JOB FUNCTION: The Trolley/Rail Command Center Dispatcher is responsible for the safe and efficient movement of MATA's trolley/streetcar vehicles over the fixed rail line through two-way radio communication with operators. This position monitors vehicle locations, track and switch conditions, and overhead power status; issues movement authority through single-track and interlocking sections; and coordinates with operations, maintenance, and emergency personnel to maintain schedule adherence and respond to service disruptions or incidents. Must complete a passenger sensitivity training program. ESSENTIAL DUTIES AND RESPONSIBILITIES: Monitors and directs the movement of trolley/streetcar vehicles along the rail line via two-way radio, maintaining safe separation between vehicles and adherence to schedule, particularly through single-track segments, switches, and control points. Issues movement authority and instructions to trolley operators to prevent conflicting or head-on movements in single-track and interlocking sections of the line. Maintains the computer-radio dispatch and vehicle-tracking system, updating data as required to provide an accurate interface between voice communication and system data; performs routine checks to ensure proper functioning of the entire communication system. Advises trolley operators, through two-way radio, of track conditions, switch positions, blockages on the right-of-way (vehicles, pedestrians, debris), route detours, and schedule adjustments. Coordinates with Maintenance-of-Way and Power/Signal personnel regarding track, switch, and overhead catenary (traction power) issues affecting service, and coordinates single-tracking, detours, or bus-bridge substitutions when rail service is disrupted. Notifies police and/or fire of accidents, derailments, power outages, or other incidents on the rail line, and prepares and files incident and accident reports. Gathers and submits information on service delays and disruptions; records late or missed trips and instructs operators on procedures to adjust schedules and recover service. Serves as key contact for maintenance of the radio/computer dispatch system, reporting malfunctions and coordinating repairs. OTHER DUTIES AND RESPONSIBILITIES: Maintains adequate stock level of supplies necessary for the computerized radio and dispatch system. Trains personnel on the radio and computer dispatch system as required. Prepares reports and enters data into the computer system. Assumes additional responsibilities as required. MINIMUM QUALIFICATIONS: Education: High school diploma or GED required. Other: Minimum 6 months experience as a trolley, rail, or bus/van operator preferred; equivalent transit dispatch experience may be considered. Must have a working knowledge of the MATA trolley/rail line, track layout, and the street network of the Memphis area. Must be able to comprehend and learn to operate the radio and computer dispatch system within a 6-month period from entry into the position. Ability to understand and interpret trolley/rail operator rules, signals, and operating regulations. Must be able to communicate effectively with co-workers and the public, both by radio and in person. Experience with Microsoft Office Suite necessary to perform job duties; typing speed of 35–40 wpm. Requires ability to handle numerous activities at one time. Valid driver's license required; a Class B Commercial Driver's License with passenger (“P”) endorsement is preferred.
