Texas Department of TransportationLeads the statewide on-call rail contracts for signing and striping and installation of conduit and cable. Oversees the Rail Grade Crossing inventory. Manage the railroad fuel cell projects. Assist as needed with the statewide implementation of federal and state funded programs and projects for highway/rail intersections and railroad-related joint operations. Work requires extensive contact with governmental officials and railroad companies. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Essential Duties: Serve as lead worker Leads the statewide on-call contracts that involves the statewide contract for on-call to install interconnection conduit, cable, etc. between the railroad signal house and the traffic signal house for both on and off-system crossings and/or intersections, and Statewide contract for signing and striping of railroad crossing both on and off system in support of Category 8 and replanking projects. Inspects construction methods and workmanship to ensure contractors perform in accordance with plans, specifications and contract requirements. Directs the Rail Grade Crossing inventory, which includes being the project manager for the PEPS consulting contract and ensure the data integrity of the TRIMS and FRA railroad crossing inventory files. Oversees development and negotiation of railroad agreements for railroad fuel cell projects and assist with the management of PEPS work authorizations for Section 130 projects. Plans, develops, administers and monitors relevant contracts and service agreements. Prioritizes and schedules projects. Provides technical assistance in resolving construction problems related to contract administration. Serves as program coordinator responsible for oversight and coordination of highly advanced engineering/architectural projects from initiation to completion. Coordinates programs and projects to enhance efficiency and streamline operations. Develops and monitors budgets. Ensures compliance with specifications for devices; safety laws, rules, and regulations; and the Texas Manual on Uniform Traffic Control Devices. Provides advice and information on railroad operations relating to highways and traffic safety and may participate in related research and development activities. Trains and makes training-related recommendations to staff on new operations. Represents the Department at conferences and public meetings on rail/highway activities. Reviews and coordinates highway construction projects involving replacement and additions of railroad crossings, separations, signals and other facilities with districts/divisions, railroad companies and governmental agencies. Reviews legislation affecting railroad-related issues and provides impact statements. Serves as liaison between districts, communities and railroad companies and assists in planning and developing highway/rail signal construction projects. Performs other job responsibilities as assigned. Minimum Qualifications: Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications Experience : 5 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent) . Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.
