Responsibilities Recruit and screen potential new hire operator candidates to be placed into training, ensuring that efforts meet the staffing needs of the project. Manage new hire and veteran operator training programs to ensure that all operators receive the minimum initial training and that all employees receive required annual and ongoing training. Provide and/or manage classroom and behind-the-wheel instruction according to AP3 and contract specifications in all aspects of vehicle operation in the course of passenger transportation, including defensive driving, service area familiarization, passenger loading, unloading and securement, proper manifest documentation, use of on-board equipment, accident and emergency procedures, dispatch and radio communications, and passenger sensitivity. Provide and/or manage monthly or annual ongoing and refresher training in topics relevant to the service and service area, and in a timely manner. Manage AP3's employer road testing program, including course design, scoring rubric and evaluator calibration, so that evaluations are consistent across supervisors. Respond to and/or provide for trained staff response to operator accidents and incidents, ensuring appropriate collection of information, documentation of events, and reporting per AP3 and contract policy. Review all vehicular, passenger and employee accidents and incidents for determination of cause and preventability, identifying potential trends to be addressed in future training efforts as well as ensuring that retraining and safety points are assessed according to AP3 policy. Serve on the Accident Review Committee and maintain written preventability criteria so that determinations are consistent and defensible. Manage all aspects of AP3's FTA drug and alcohol testing programin compliance with FTA regulations, including pre-employment, random, reasonable suspicion, post-accident, return-to-duty and follow-up testing. Serve as, or as backup to, the Designated Employer Representative (DER); construct and maintain the random testing pool and verify selection frequency and rates; maintain a clear post-accident testing decision process and the applicable timeframes; and deliver or coordinate the required reasonable suspicion training for all supervisors. Manage the third-party administrator, Medical Review Officer, Substance Abuse Professional and collection site relationships. Conduct regular reviews of local testing facilities ensuring compliance with federal and AP3 policy, maintain chain-of-custody integrity and confidential recordkeeping, complete required program reporting, and keep AP3's drug and alcohol policy current with regulatory change. Establish a functional Safety Committee of operators and staff to review safety concerns and make recommendations to management for additional safety efforts. Own AP3's written safety programs, including the Injury and Illness Prevention Program, heat illness prevention, workplace violence prevention, emergency action and hazard communication plans. Build and manage the dash cam coaching program, including event review workflow, severity thresholds, coaching documentation and driver scorecards. Assist operations and maintenance departments in identifying additional or refresher training needs based on current trends within the employee base. Ensure complete and accurate documentation of all training activities and accurate completion of all training-related employee records. Work with AP3 leadership and claims partners to ensure that all liability and workers' compensation claims are handled promptly and effectively, in an effort to reduce financial liability as well as recoup on all subrogatable claims. Proactively manage all employee injury claims to minimize lost time and light duty claims. Work with local medical facilities to ensure that injured employees are placed on light duty as quickly as possible and are returned to full-duty status promptly.
