Agency for Community TransitJob Summary We are seeking a dynamic and detail-oriented Transportation Planner & Service Quality Coordinator to support the planning, scheduling, evaluation, and continuous improvement of transit services operated by the Agency for Community Transit (ACT). The position assists the Manager of Planning & Scheduling with data analysis, service planning, route and schedule development, public engagement, and implementation of service changes. A key function of this position is serving as a liaison between Planning and Operations. The Transportation Planner develops a strong understanding of day-to-day operational practices, constraints, and technology and uses that knowledge to help translate planning decisions into practical operating procedures and service practices. This is a developmental position designed to build the broad knowledge and experience necessary to assume increased responsibility within the Planning Department, including possible future advancement into the Manager of Planning & Scheduling role. Responsibilities will be introduced and expanded progressively based on the employee’s experience, demonstrated proficiency, Agency priorities, and departmental needs. The position will gain experience across planning, scheduling, operations, service quality, passenger experience, technology, and related functions. Depending on the function, the Transportation Planner may serve as the primary responsible employee, provide support, or coordinate work performed by other departments. For consideration, please apply at http://jobs.actinfo.org/ Essential Functions include but are not limited to: Analyze ridership, on-time performance, passenger feedback, operational data, and other service information to identify trends, recurring issues, and opportunities for improvement. Assist with route and schedule development, including run times, blocking, deadhead, timetable review, run-cut administration, and implementation of service changes. Work closely with Operations to understand day-to-day service conditions, operator and dispatch practices, and operational constraints that may affect proposed service changes. Serve as a liaison between Planning and Operations to help ensure service plans are operationally feasible, clearly communicated, implemented consistently, and evaluated following implementation. Develop, document, maintain, and periodically review operating procedures related to service changes, planning and scheduling processes, transit technology, passenger information, and other Planning/Operations workflows. Help ensure new procedures and process changes are communicated to affected employees and coordinate with appropriate departments when training is needed. Review recurring passenger complaints and service concerns, investigate issues using available data and operational information, and coordinate follow-up with appropriate departments. Assist with safety-related planning and procedure development by coordinating with appropriate departments to review and document operating procedures that support the safety of drivers and passengers. Conduct field observations, ride routes, observe stops and transfer locations, and evaluate service from the passenger perspective. Support passenger engagement through surveys, public meetings, community outreach, and other research activities. Identify recurring issues that may require changes to schedules, procedures, training, technology, or passenger information. Develop and maintain working knowledge of transit planning and operations software, and related systems. Assist with bus stop planning, Title VI analysis, service-equity review, reports, presentations, and recommendations.
