The State of Connecticut, Department of Transportation (DOT), is now accepting applications from its motivated agency employees for an exciting Transportation Planner 2, Transit Oriented Development (TOD) Specialist position within the Office of the Commissioner, located in Newington, Connecticut.

THE ROLE:
The Transportation Planner 2/TOD Specialist will assist in the development and implementation of strategies, and programs designed to optimize the coordinated development and execution of the agency’s strategic investment and operational decisions in support of the DOT’s infrastructure, asset management, and maintenance goals as well as supporting the State’s economic development and affordable housing goals. The Transportation Planner 2/TOD Specialist will report to the Transit Oriented Development Officer.

This position is essential to assisting in managing an effective Transit Oriented Development program to leverage the Department’s assets with investment from the private sector to improve our infrastructure, make better use of state property and assist in achieving the state’s broader economic development and affordable housing goals.

      PURPOSE OF JOB CLASS (NATURE OF WORK)

      In the Department of Transportation and the Connecticut Airport Authority this class is accountable for acting as a working lead and/or for performing the most complex tasks in transportation planning studies, programs and related activities.

      EXAMPLES OF DUTIES

      Duties include but not limited to:
      • Coordinate CTDOT input in the planning for Transit Oriented Development and construction projects by external parties that are altering or impacting CTDOT facilities or operations.  
      • Represent the CTDOT at municipal and state project planning review and permitting meetings as directed, and track projects and comments.
      • Support TOD focused policy and planning functions within CTDOT and ensure engagement of departments in the development of TOD strategies. 
      • Under the direction of the Transit Oriented Development Officer, coordinate solicitations for --and CTDOT responses to--development submissions, coordinate review of development projects, identify impacts to CTDOT facilities and operations, determine potential studies and develop recommendations for project support of studies, facilities, or service; track input, draft recommendations, and comment letters; coordinate with other agencies as required.  
      • Support the Transit Oriented Development Officer in implementing project planning and design processes, collaboratively engaging CTDOT departments; identifying process improvements and contribute to policies that will ensure CTDOT’s assets are protected through planning, permitting, design and construction of development projects.  
      • Support the Transit Oriented Development Officer in planning internal inter-departmental coordination meetings.  Internal coordination may be with CTDOT Office of Rail, Engineering and Construction and others in tracking infrastructure needs and critical areas of planning concern and advocate for opportunities for integration in area development projects. 
      • Support the Transit Oriented Developer Officer in working collaboratively with Attorney General, DOT Legal, Real Estate and outside counsel in developing and implementing project agreements, Licenses, easements, and other documents. 
      • Engage municipal and state agencies, stakeholders, and transit advisory groups to further develop project coordination.
      • Attend municipal and state agency meetings or other presentations and engage project stakeholders and permitting agencies as directed by department leadership. 
      • Support multiple TOD projects, simultaneously, providing coordination among development teams and internal CTDOT departments, including department input and operations support.
      • Undertake special projects as assigned and work independently within the CTDOT’s guidelines, procedures, and legislation, under the direction of, or on initiatives as defined by, the Deputy Commissioner; address complex tasks in a time-sensitive environment, seeking guidance as necessary.
      • Performs related duties as required.

      KNOWLEDGE, SKILL AND ABILITY

      • Considerable knowledge of multi-modal transportation planning theory, practices and methodologies; 
      • Knowledge of environmental considerations involved in transportation planning;

      MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

      Seven (7) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.

      MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

      One (1) year of the General Experience must include individual responsibility for the coordination of complex planning projects in a relevant planning area.

      NOTE: For state employees this experience is interpreted at the level of a Transportation Planner 1 or Transportation Engineer 2.

      MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

      • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
      • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

      PREFERRED QUALIFICATIONS

      • Bachelor's Degree from an accredited institution in Architecture, Urban Planning, Landscape Architecture, Real Estate, Public Policy, Environmental Policy, Engineering, or a related field.
      • Experience in the planning, design and/or permitting of development projects or public projects.
      • Experience with state municipal permitting and development review processes from project conceptualization through implementation.  
      • Experience using professional written and verbal communication and interpersonal skills.
      • Experience with Microsoft Word, Excel, Database and PowerPoint applications.  
      • Experience working effectively with a diverse workforce.
      • Possession of a valid driver's license.

      SPECIAL REQUIREMENTS

      • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
      • Incumbents in this class may be required to travel.
