The Connecticut Department of Transportation (CTDOT) is currently recruiting a Transportation Planner 1 located in our new Business Intelligence and Continuous Improvement Unit.  This unit will transform how data drives decisions and innovation across the agency and reflects CTDOT’s core pillars: People-First, Accountability, and Innovation, playing a critical role in shaping the future of transportation in Connecticut.

THE ROLE
As a Transportation Planner 1 (Performance Analyst), you will turn data into actionable insights, support performance measurement, and contribute to process improvement initiatives. Candidates may bring expertise in data analysis and storytelling, process improvement, or program evaluation—and will have opportunities to expand their skills across these areas. You will collaborate with colleagues across the organization to identify opportunities for improvement and help implement solutions that enhance transportation systems, ultimately improving the lives of Connecticut residents. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is accountable for independently performing a full range of tasks in conducting transportation planning studies, programs and documentation activities pertaining to the State transportation planning program.

EXAMPLES OF DUTIES

  • Apply skills in data analysis, process improvement, or evaluation to support agency performance initiatives.
  • Develop and maintain dashboards, reports, and visualizations to communicate insights to staff and leadership.
  • Conducts data analysis relative to all transportation modes for the movement of people and goods;
  • Assist in designing and administering surveys, including related to safety, environmental studies, land use, suburban and urban population changes and transportation needs;
  • Develop, coordinate and evaluate transportation programs;
  • Support the development of metrics and performance indicators aligned with DOT mission and strategic goals.
  • Collaborate with team members to prepare presentations and reports for internal and external stakeholders.
  • Help maintain project documentation, timelines, and performance tracking tools.
  • Contribute to data governance efforts by ensuring data quality and consistency.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • transportation planning theories, practices and procedures;
    • various transportation problems related to urban centers;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
  • For state employees three (3) years of experience as a Transportation Planning Assistant 2 or Transportation Engineer Technician may be substituted for the General Experience.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Bachelor or Masters in: Data Science, Data Analytics, Business Analytics, Statistics, Applied Mathematics, Computer Science (analytics or data focus), Public Administration, Public Policy, Evaluation & Applied Research Methods, Urban or Regional Planning, Transportation Planning, Transportation Engineering, or closely related degree.
  • Experience applying techniques in data analysis, process improvement, or evaluation to drive organizational change.
  • Experience with data analysis and visualization tools such as Excel, Power BI, Tableau, or similar.
  • Experience communicating data insights clearly through visualizations, reports, and presentations.
  • Experience managing multiple tasks and deadlines.
  • Experience with survey design and basic statistical concepts.
  • Experience collaborating effectively in a team environment.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
  • Incumbents in this class may be required to travel.
