HC Financial is seeking an experienced Transportation Finance & Tolling Subject Matter Expert (SME) to support a potential multi-year public-sector financial analysis engagement. The selected consultant will provide specialized transportation-finance and tolling expertise in support of HC Financial's Engagement Lead, who will retain primary responsibility for the engagement and perform the majority of the financial analysis, modeling and forecast review, risk assessment, reporting, and client coordination. Engagement Structure This is a 1099 independent contractor opportunity supporting an active proposal. The selected consultant will be identified as proposed project personnel, and their professional resume will be included in HC Financial's qualifications submission to the prospective public-sector client. The engagement is anticipated to begin in early 2027 , subject to contract award and authorization to proceed. Work will be part-time, remote, and on-call , based upon individual project/task-order requirements. Hours will fluctuate according to project activity and are not guaranteed. Expected Hours: Approximately 4–10 hours per week, as needed , with the possibility of higher hours during active project reviews. Compensation: $55–$70 per hour , commensurate with directly relevant experience. Duties / Responsibilities: The selected consultant may: Review toll-facility financial forecasts, revenue assumptions, funding plans, and supporting financial information. Evaluate the reasonableness of transportation- and toll-specific assumptions incorporated into project financial analyses. Provide specialized insight regarding toll revenues, HOT/express lanes, transportation finance, managed lanes, and related infrastructure-financing considerations . Assist in identifying transportation-specific financial risks and assumptions requiring additional analysis. Review funding and financing assumptions, projected toll revenues, revenue risks, and potential financial shortfalls. Advise on transportation-industry practices and considerations relevant to individual project applications. Support responses to technical questions and follow-up analyses when specialized transportation-finance expertise is required. Participate in occasional technical discussions or client meetings when specialized SME participation is appropriate. Required Qualifications Bachelor's degree in Transportation Planning, Transportation Engineering, Civil Engineering, Urban/Regional Planning, Economics, Finance, Public Administration, Business, or a closely related field; or an equivalent combination of relevant education and substantial professional experience. Direct professional experience with High-Occupancy Toll (HOT) lanes and/or priced managed-lane programs , including experience with the planning, development, analysis, operation, financing, or evaluation of these facilities. Demonstrated experience in transportation finance and/or financial analysis or modeling of toll-facility revenues . Demonstrated understanding of transportation-specific factors influencing toll-facility revenues, including traffic/demand, utilization, tolling and pricing assumptions, operating characteristics, and other factors affecting projected revenues. Experience reviewing, developing, interpreting, or advising on traffic-and-revenue forecasts, toll-revenue projections, or the transportation-specific assumptions underlying those forecasts .
