POSITION SUMMARY: The Director of Transportation plans, organizes and directs the functions of the Transit Department which include public transportation administration and operations, equipment, vehicle maintenance, procurement of new equipment, financial planning and grant administration. The Director represents the department to the City Council, the community and federal, state and local agencies and performs related work as required. The Transportation Director reports directly to the Director of Operations for the performance of duties. Discretion is involved in applying goal and policy statements and in resolving complex organizational and service delivery problems. This position directly supervises staff and drivers. JOB DUTIES: Develops, implements, and monitors long-term plans, goals, and objectives focused on achieving the City's mission and City Council's priorities in a team environment. Plans, directs and coordinates public transit, paratransit and D&E services; develops comprehensive plans to meet future needs for department services; develops and implements transit capital improvement program. Prepares and administers the budget for the Transit Department, including financial planning and grant administration; secures revenue sources through grant applications and acts to ensure the City's eligibility for, and receipt of local, state and federal funding support; Advises the Mayor, City Council, Transportation committee on proposed projects and improvements Research federal and state sources for available funding assistance; oversees and/or prepares grant applications Makes certain that all bus routes are manned daily Ensure all operators are properly trained and have correct licensing Works with area agencies to meet the needs of the community Processes first and second level union grievances as well as attends union negotiations Works with Central Services to coordinate fleet maintenance Files all monthly and quarterly reports with respective agencies on a timely basis Supervises all Transit Department staff including communicating expectations, assigning duties and responsibilities, evaluating employee performance, facilitating training opportunities, etc. Other duties as assigned by the Director of Operations QUALIFICATIONS: Training and Experience: Bachelor's degree or equivalent from an accredited college or university in Public Administration, Business Administration or a related field, plus five (5) years of increasingly responsible professional transportation experience, at least three years of supervisory experience as a transportation manager, or assistant director level. Licenses/Certifications: Valid Illinois Drivers License (no need for a CDL for the Director, the Transit Union would not allow the Director to Drive a route, 822 would not allow a Director to transport a bus to a driver instead of a Mechanic) Certified Public Fleet Professional (CPFP) preferred. Certified Automotive Fleet Manager (CAFM) preferred. Knowledge, Skills and Abilities: Extensive knowledge of the professional and technical standards of fleet management; of current trends and technological developments pertaining to procurement, utilization, operation, budget/cost allocation, and fuel/maintenance; principles and practices of management, budgeting, and cost control; knowledge of principles and practices of automotive repair shop management of automotive and heavy equipment; applicable U.S. Department of Transportation Motor Carrier Safety Regulations; applicable Federal and State Safety and Health Regulations; applicable fire safety codes; extensive knowledge of effective supervisory principles; knowledge of applicable labor agreements; fleet financing, purchasing, and lease-purchasing; of the principles and practices of public administration/organization including personnel and fiscal management.
