General Description Under general supervision, the Supervisor, Strategic Procurement guides the improvement, development, and implementation of strategic and sustainable procurement initiatives and processes to enhance social, environmental, and economic value. Leading the integration of sustainable and transformative practices across the procurement lifecycle, the incumbent ensures the alignment of policies with organizational goals and strategic priorities, best practices, and high standards of service delivery. Responsibilities As a leader, the incumbent upholds the Municipality’s organizational values and is accountable for fostering a healthy, safe, respectful, and inclusive workplace. Leading by example, the Supervisor promotes the Municipality’s cultural competencies of personal accountability, continuous improvement, effective communication, collaboration, excellence in customer service, and support for common goals. Primary responsibilities of this position include: Employee Development: Takes a lead role in developing and implementing innovative and practical approaches to department initiatives to ensure employees are working proficiently and effectively. Provides direct supervision and support to staff while ensuring the team is managed fairly and consistently. Works with the team to plan and balance workload. Provides subject matter expertise ensuring procurement processes are followed and align with municipal policies and strategic goals. Mentors, coaches, and supports staff to strengthen operational performance and professional growth. Research and Implementation: Leads research, development, and implementation of departmental processes; assessing, researching, and analyzing data, workflows, and performance metrics. Conducts risk and opportunity analysis and develops recommendations for process and operational changes to support sustainability and continuous improvement. Prepares supporting documentation and develops and delivers training. Leads implementation of approved changes, ensuring requirements are complete, feasible, and aligned with organizational standards. Participates in working groups to gain insight related to sustainable procurement trends or best practices and recommends improvements to strengthen service delivery.
