Supervisor of Transportation (NY HELPS)

Rate of Pay: Starting at $95,000 (commensurate with experience) The NY HELPS (Hiring for Emergency Limited Placement Program Statewide) is a New York State program that allows civil service agencies to hire qualified permanent employees quickly and without requiring them to take a competitive civil service exam. It was created to help agencies fill critical vacancies by streamlining the appointment process, though candidates must still meet all other minimum qualifications for the job Distinguishing Features of the Position/Class: The work involves the supervision and coordination of the overall operations of the pupil transportation services for students residing in the Holland Central School District. Employees of this class direct operation activities of routing, scheduling, and busing, and direct the bus maintenance and inspection program for a district-owned fleet. The incumbent also oversees the bus operator Driver Safety Training program and the maintenance of records required for obtaining State Aid. Work is performed under the general direction of an administrator of higher rank, with wide latitude allowed for the exercise of independent judgement in providing safe, adequate and cost-efficient transportation. Direct supervision is exercised over operations and maintenance staff of the transportation department. Does related work as required. Typical Work Activities: Recommends and implements transportation policy established by the Superintendent and the Board of Education; Assists in the development, implementation and control of the transportation budget; Develops transportation routes for district students, including students with handicapping conditions, to district and non-district schools in accordance with District policy; Directs and assists in the development of bus schedule time and stop locations for the various routes and in the assignment of bus operators to specific routes; Arranges special transportation needs for the handicapped; Directs transportation payroll and personnel functions, including recruitment, pre-employment procedures, employee evaluation and training, and recommends discipline or discharge for employee misconduct; Implements and conducts bus drivers' annual review of driving records, annual observation of defensive driving performance, bi-annual oral and/or written examination and bi-annual behind-the-wheel examination; Process employee grievances and participates in the collective bargaining negotiation process when required Obtains substitutes and makes field trip assignments on a daily basis; Directs or arranges transportation for field trips, sports activities or other extracurricular activities; Oversees fleet maintenance program including service and repair, preventive maintenance and periodic fleet inspections; Ensures that minor mechanical work noted by bus drivers is communicated to the mechanics and completed by reviewing trip sheets; Provides annual training sessions to the department staff Oversees daily records maintenance of mileage, students transported, stops made for use in State report and report to the Board of Education; Prepares and submits reports required by various regulating governmental agencies Handles community and employee; Checks and authorizes for payment, bills for bus repairs and contracted services; Directs preparation of purchase specifications for vehicle and purchase requisitions; Keeps simple records of gas, oil and other supplies used and determine when it is necessary to make purchases of diesel fuel, gas and other supplies; May drive a school bus, making special trips as required; Attends and speaks at school meetings regarding transportation policy and issues, as needed; May conduct pupil disciplinary meetings to determine cause for suspension of transportation privileges; Prepares technical and statistical reports on transportation operations and expenditures for administration and Board of Education meetings; Full Performance Knowledge, Skills…
