It is the purpose of Human Resources to support the total operation in meeting its goals through its most valuable resource—its PEOPLE. Human Resources is committed to building a successful and sustainable workforce of engaged employees. The HR Solutions unit is comprised of the HR Systems and Maintenance team and the HR Project and Innovation team who work closely together acting as a strategic liaison between Technology Services and the HR division, ensuring the seamless integration and support of technology into the organization’s personnel processes and programs. The team’s focus is on enhancing efficiencies, streamlining workflows, and automating processes across the division and organization and supporting implemented personnel technology tools. By bridging technical expertise and HR needs, the HR Solutions unit plays a vital role in aligning technology solutions with organizational goals. The unit represents and leads personnel digital transformation efforts for the division, including the identification of technical possibilities, research and procurement efforts and the implementation, support, and maintenance of HR’s personnel tools. Under the general direction of the Operations, Solutions and Workforce Planning & Analytics Manager II, the Supervisor II serves as the HR Solutions Manager and is responsible for overseeing the activities of the HR Systems & Maintenance unit and the HR Project and Innovation team. The incumbent manages HR technology tools and related initiatives including support for the California State Payroll System (CSPS) Project and provides strategic guidance and partnership to internal business stakeholders to ensure alignment and successful integration of HR systems across the organization. The ideal candidate will possess the following skills: Experience leading, developing, and mentoring teams responsible for technology, operations, or process improvement. Experience working in and/or knowledge of Human Resources practices. Experience providing strategic guidance to staff and leaders on technology, digital tools, reporting tools, automation, and modernization opportunities. Ability to monitor staff performance against established expectations and provide timely, constructive feedback. Strong communication and technical skills, including proficiency in Microsoft Office applications such as SharePoint, Word, Excel, Visio, and Teams, as well as other technology platforms. Demonstrated ability to develop and execute strategic plans that deliver measurable results. Ability to effectively manage multiple, shifting priorities and deadlines. Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position. In July 2025, the State of California implemented the Personal Leave Program 2025. This program reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits for the duration of the program.
