Elite Corporate SolutionsThe Procurement Manager will work closely with the Strategic Procurement Director, internal business partners, Buyers, Engineering/CAPEX teams, and suppliers to drive cost savings, process improvements, supplier performance, and operational efficiency. 📍 Location & Work Schedule Houston, Texas — Hybrid Monday–Thursday: In-office in Houston Friday: Work from home Candidates must currently live in the Houston, TX area. This is not a fully remote position . Key Responsibilities Procurement Strategy & Continuous Improvement Support the development and execution of the company's Procurement Plan and long-term procurement strategy. Identify opportunities for cost savings, efficiency improvements, and process optimization. Conduct spend analysis, contract analysis, category reviews, and supplier evaluations. Develop and implement initiatives that improve procurement performance. Purchasing & P2P Management Oversee the purchasing of goods and services supporting vessels, including machinery, equipment, tools, parts, supplies, and services. Manage the purchasing process from Request → Approve → Order → Expedite → Receive → Invoice/Payment . Oversee Purchase Orders from creation through completion. Ensure appropriate documentation and timely processing for Finance. Manage and provide direction to Buyers. CAPEX & Project Procurement Support CAPEX and Engineering teams with boat and barge maintenance projects. Participate in sourcing and contracting activities for major projects. Develop and evaluate RFIs/RFPs and participate in clarification and bidder meetings. Conduct market and internal analysis to identify sourcing opportunities. Negotiate preferred vendor agreements and identify opportunities for new contracts. Contract Management Ensure procurement contracts are properly implemented and utilized. Monitor contract compliance and performance. Work with internal stakeholders to improve, modify, renew, or terminate contracts when appropriate. Supplier Management Manage and improve supplier relationships and performance. Maintain approved vendor lists and supplier classifications. Monitor critical supplier performance and participate in supplier evaluation meetings. Develop initiatives to improve supplier performance and service levels. Performance & Analytics Monitor procurement KPIs including: Cost savings Process improvement savings Supplier performance PO cycle time P2P performance Invoice/PO matching Internal customer satisfaction Policy and procedure compliance Qualifications Bachelor's degree required 5+ years of hands-on procurement and management experience Maritime industry experience preferred Strong P2P / Procure-to-Pay experience Hands-on purchasing and buying experience CAPEX procurement experience Contract management and contract-law knowledge Strong negotiation and supplier-management skills Experience with RFQs, RFPs, and supplier evaluations Demonstrated experience with continuous improvement; Lean Six Sigma experience preferred Strong Microsoft Office skills Experience with ERP systems; Great Plains experience is a plus What We're Looking For The successful candidate will be a strategic and hands-on procurement professional who can manage day-to-day purchasing operations while also identifying opportunities to improve processes, reduce costs, strengthen supplier performance, and support the company's long-term procurement strategy.
