SNAP EBT Planning Consultant

Job Overview We are seeking an experienced SNAP EBT Planning Consultant to support the planning, procurement, implementation, and testing of its Supplemental Nutrition Assistance Program (SNAP) Electronic Benefits Transfer (EBT) system. The consultant will work closely with state stakeholders, USDA Food and Nutrition Service (FNS), and the EBT processor to support the development of procurement documentation, implementation planning, evaluation strategies, and comprehensive system testing. The ideal candidate will have strong experience with SNAP EBT systems, federal program requirements, government procurement, Advanced Planning Documents (APDs), and large-scale IT system implementation projects. Key Responsibilities 1. SNAP EBT RFP Planning and Development Review, update, and develop drafts of the SNAP EBT Request for Proposal (RFP). Ensure RFP documentation aligns with current federal regulations, USDA/FNS policies, SNAP EBT requirements, and Quest operating rules. Identify and incorporate business, functional, and technical requirements relevant to South Dakota. Participate in project meetings and discussions with USDA/FNS regarding procurement and Advanced Planning Documents. Assist the State in evaluating and implementing USDA/FNS recommendations. 2. RFP Evaluation Planning and Support Develop a comprehensive RFP evaluation plan, including technical and cost evaluation criteria. Design pricing evaluation structures, scoring methodologies, and evaluation guidelines. Develop training materials and conduct training sessions for the State's evaluation team. Prepare scoring documents, evaluation templates, and summary reports. Support the evaluation team in reviewing proposals and compiling scores to facilitate the final award decision. 3. Advanced Planning Document (APD) Development Develop and submit Implementation Advanced Planning Documents (IAPDs) for USDA/FNS approval. Prepare Implementation Advanced Planning Document Updates (IAPDUs) when required. Ensure all documentation complies with FNS Handbook 901 and applicable federal regulations. Prepare and maintain documentation covering: Executive summaries and transmittal letters Functional requirements and general system design Capacity studies Project management plans and resource requirements Security planning Training plans Project schedules, milestones, and deliverables Cost allocation plans and proposed budgets Coordinate with state stakeholders to ensure APD submissions meet federal approval requirements. 4. EBT System Testing and Quality Assurance Develop, document, and manage comprehensive testing strategies and processes for the EBT system. Coordinate testing activities with the EBT processor and relevant stakeholders. Prepare detailed test plans covering: Unit testing Integration testing Performance testing End-to-end testing User acceptance testing (UAT) Regression testing Fail-safe testing Develop test cases, test scripts, test databases, testing schedules, and acceptance criteria. Establish Go/No-Go criteria and contingency plans, including rollback procedures to the legacy system if necessary. Lead System Acceptance Testing (SAT) to validate functional requirements, security, system controls, recovery capabilities, and operational scenarios. Train State personnel on user acceptance testing procedures. Review system specifications, interface documentation, test outputs, and results. Evaluate testing completeness and prepare written test evaluation reports for USDA/FNS review and approval. 5. Project Coordination and Reporting Maintain project timelines and track key milestones and deliverables. Ensure project activities align with USDA/FNS deadlines and federal requirements. Participate in project meetings, stakeholder discussions, and testing walkthroughs. Identify project risks, dependencies, and potential delays and recommend appropriate solutions.
