Senior Subcontract Administrator Reporting to the Finance & Compliance Director, this position is responsible for assisting in cradle-to-grave Subcontract Administration for various contract types (CR, CPFF, FFP, T&M and Grants) that includes: 1) preparing subcontract/subrecipient agreements 2) assist in negotiations as requested 3) addressing issues that arise on current subcontracts 4) preparing responses to questions from subs and program managers for review 5) initiating subcontract closeout, tracking, and follow-up until complete 6) FFATA reporting and tracking subrecipient audit reporting requirements 7) support with proposals as requested 8) ensure compliance with company policies, procedures as well as Federal government and contract and/or grant requirements 9)other items as assigned. DUTIES/RESPONSIBILITIES OR ESSENTIAL FUNCTIONS: Support in the administration of subcontracts of various types and complexity that includes but not limited to: Manage the full subcontract lifecycle for subcontract and subrecipient agreements (CPFF, CR, FFP, T&M) from initial RFP generation, cost/price analysis, negotiation of subcontract or subrecipient agreements, executing modifications, and following through closeout. Articulate and lead strategic negotiations with subcontractors/subrecipients regarding pricing, explanations and understanding of federal regulations either FAR/DFAR or 2 CFR 200, terms and conditions of prime contract/grant, potential intellectual property rights, and government property. Serve as the internal expert on FAR and DFARS regulations and 2 CFR 200 Grant Regulations, accurately flowing down mandated provisions into Subcontracts, NDAs, Teaming Agreements, and Consultant Agreements. Partner closely with Program Managers to required modification requests for project changes, budget changes, cost reallocations, scope changes, changes in principal investigators, cost share increase/decrease, foreign participation, and interpretation of regulations. Ability to review new prime contract or grant and develop a Subcontract or Subrecipient agreement to be utilized with subcontractors/subrecipients on particular effort. This includes review of required flowdowns and insuring all necessary items to cover the company are covered. Subcontract/Subrecipient Agreements and Modifications and timely follow-up FFATA Reporting Tracking Yearly Subrecipient Audit Reporting Tracking Subcontract/Subrecipient Equipment Assist in resolution of issues that arise in contracts/subcontracts by researching information, investigating details, and supply recommended response to clients as assigned. Accurate record keeping and filing of documentation. Assist with small business tracking and reporting. Ability to work independently once tasked and takes initiative on new work. Proactively monitor and track pertinent subcontract/subrecipient correspondence on assigned task orders or projects through final completion. Collaborate with fellow Finance and Program Management staff to obtain details for effective resolution as well as communicate/educate decisions. EDUCATION AND EXPERIENCE REQUIREMENTS: Bachelor’s degree in accounting, Finance, Business Administration or related. field with a minimum of 6-10 years of experience or an Associate’s Degree in Business or like field with 11-15 years of experience in federal government contracting and/or 2 CFR 200 Grant administration.
