LOCATION Boise, Idaho or Richardson, Texas Local candidates only; no relocation or moving allowance offered COMPENSATION $115,000 – $145,000 (flexible for the right candidate) SCHEDULE Working Model: Onsite 4 days per week in office Working Hours: Flexible, 40+ per week Travel: Must be able to mobilize to project sites, either intermittently or for extended periods POSITION OVERVIEW - Senior Procurement & Subcontracting Buyer We are seeking an experienced Senior Procurement & Subcontracting Buyer to support large-scale Data Center projects. In this role, you will manage the full procurement and subcontracting lifecycle, from sourcing and RFPs through negotiation, award, and contract administration, for major electrical, mechanical, and site packages. You will partner closely with project management, estimating, and engineering teams to make sure procurement strategies support project schedules, budgets, and quality standards. Data Center experience is strongly preferred, and highly qualified candidates with Semiconductor or Bio/Life Sciences backgrounds will be considered. RESPONSIBILITIES Manage the end-to-end procurement and subcontracting process for assigned Data Center projects Develop and carry out procurement strategies for major electrical, mechanical, site establishment, and indirect packages Prepare and issue RFPs/RFQs for equipment, materials, and subcontracts Conduct bid analysis and leveling, and make recommendations for contract awards Negotiate commercial terms and conditions with subcontractors, suppliers, and consultants Prepare and issue Subcontracts, Purchase Orders, Work Orders, Change Orders, and Notices Manage high-value subcontract packages, including electrical packages over $80M and mechanical packages over $50M Support Owner Contractor Furnished Items (OCFI) and Off-Site Modularization (OSM) procurement packages as needed Evaluate and process change orders in collaboration with project teams Identify, evaluate, and prequalify subcontractors and suppliers based on capability, performance history, and financial stability Identify procurement and subcontracting risks and put mitigation strategies in place Mobilize to project sites as needed to support procurement and subcontracting activities Maintain accurate procurement documentation and records in Oracle, SAP, or similar systems Perform other duties as assigned PERFORMANCE MEASUREMENT Procurement and subcontract packages awarded on schedule to support project milestones Cost savings and commercial value achieved through negotiation and bid analysis Accuracy and completeness of contractual documentation and change order processing Subcontractor and supplier performance against contract scope, schedule, and quality Proactive identification and mitigation of procurement risks Strength of collaboration with project management, estimating, and site teams REQUIRED QUALIFICATIONS/SKILLS Bachelor’s degree in Business, Supply Chain, Construction Management, Engineering, or a related field 8+ years of procurement and/or subcontracting experience in construction or capital project environments Data Center experience strongly preferred (Owner side or General Contractor side) o Owner side: OCFI procurement and/or Off-Site Modularization (OSM) procurement packages o GC side: Greenfield construction over 200MW; Electrical subcontracts over $80M per package; Mechanical subcontracts over $50M per package; Site establishment and indirect experience Highly qualified …
