Job Description

Link Solutions is seeking a Senior Operations Manager to join our team in Sierra Vista, AZ.

  • Non-remote (relocation incentive available)

The Senior Operations Manager will operate across all client‑facing delivery programs to ensure disciplined execution, standardized best practices, and consistently excellent performance. This leader will serve as a strategic partner to Operations Vice Presidents, Contract Program Managers (PMs), and Corporate Business Operations, driving enterprise‑wide visibility, accountability, and delivery excellence. The position plays a critical role in strengthening operational rigor while maintaining a collaborative, solution‑oriented leadership approach.

Job Responsibilities:

  • Partner with Operations VPs, PMs, and Corporate Business Operations to ensure financial, contractual, and operational alignment across programs.
  • Drive accountability across the portfolio while fostering a collaborative and solutions-focused culture.
  • Implement and standardize scalable program controls, quality management practices, and performance management processes.
  • Provide contract-level financial insight and oversight to support proactive decision-making.
  • Prepare executive-level dashboards, analytics, and briefings for the VP of Operations and corporate leadership.
  • Establish and manage enterprise-wide program controls across all active contracts.
  • Track contract-level deliverables, milestones, and performance metrics in coordination with task, project, and program management.
  • Maintain visibility into schedules, POA&Ms, corrective actions, and key risk items across programs.
  • Develop standardized reporting mechanisms for executive leadership.
  • Monitor invoicing accuracy, funding burn, contract ceilings, and financial health.
  • Ensure contract performance aligns with scope, funding, and delivery commitments.
  • Support enterprise-level forecasting, margin visibility, and performance reviews.
  • Drive consistent application of service delivery standards across contracts.
  • Implement repeatable quality control practices and performance monitoring frameworks.
  • Monitor performance trends, customer feedback, and CPARS inputs to support continuous improvement.
  • Ensure corrective action plans and enterprise risks are tracked to closure.
  • Support business growth activities from capture through proposal to include NETCOM/ICOE Army growth priorities.
  • Promote disciplined, scalable processes that support growth while maintaining operational agility.

Qualifications

  • U.S. Citizen.
  • Fifteen (15+) years of experience in federal program management, program controls, or enterprise operations oversight.
  • Bachelor’s degree in a related field.
  • Experience supporting DoD or Federal IT services contracts.
  • Experience providing program management and control support for multiple projects
  • Strong understanding of contract financials, invoicing processes, and performance management.
  • Demonstrated experience implementing standardized processes across multiple programs.
  • Proven ability to operate at both strategic and operational levels.
  • Strong executive communication and reporting skills.

Preferred:

  • MBA
  • PMP
  • Experience in federal government contractor environments.
  • Familiarity with CPARS management and enterprise quality/performance frameworks.
  • Background in enterprise IT services delivery.
  • Problem solver and troubleshooter who thrives in resolving complex problems.
  • Excellent communication skills (written and oral) and interpersonal skills. 
  • Superior organizational skills, attention to detail, and ability to prioritize and manage multiple tasks.
