Washington St., Phoenix, AZ 85007 Work Arrangement: Hybrid – Local Candidates Only Contract: 1 year from projected start date Conversion: Must be eligible to convert to an FTE Work Hours: Monday–Friday, 8:00 AM–5:00 PM, 40 hours/week Position Overview The State of Arizona is seeking a Senior IT Software Procurement Analyst specializing in Software, SaaS, PaaS, IaaS, and IT Services Sourcing. The role will lead commercial transactions, contract negotiations, software license renewals, and vendor governance across a portfolio of 40–50 key IT vendors. The ideal candidate will have strong IT software/SaaS procurement, sourcing, contract negotiation, vendor management, licensing, financial analysis, and cross-functional stakeholder management experience. Required Skills 6+ years of progressive hands-on experience in: IT software/SaaS procurement Contract negotiation Vendor commercial management Experience leading software evaluations, RFPs, RFQs, RFIs, and complex commercial negotiations Strong knowledge of enterprise software licensing models, including: Per-user Capacity-based Consumption-based Tier-based SaaS/cloud pricing Advanced data-driven financial analysis, including TCO/ROI analysis Experience using modern productivity/AI tools to analyze vendor usage and optimize costs Strong cross-functional collaboration with IT, Legal, Finance, Information Security, and Privacy teams Preferred Skills Commercial and vendor management experience in the private or public sector Procurement certifications are a plus but not required Knowledge of statewide procurement regulations is not required Key Responsibilities Lead end-to-end IT procurement initiatives, including RFQs, RFPs, and RFIs for software, SaaS, telecommunications, and IT services. Negotiate commercial terms, SLAs, pricing structures, renewal caps, and contracts. Manage day-to-day relationships across a portfolio of 40–50 IT/SaaS vendors. Manage the 30/60/90-day software renewal pipeline. Analyze software usage, licensing tiers, and seat utilization to optimize agreements and eliminate redundant capabilities. Coordinate Information Security, Legal, Privacy, SOC 2, and vendor risk assessments. Perform TCO/ROI and pricing analysis to identify cost optimization opportunities. Use data analytics and AI-assisted tools for contract reviews, pricing analysis, software evaluations, and pipeline reporting. Support software license optimization, renewals, lifecycle oversight, risk mitigation, and vendor governance.
