Toho Water AuthorityGeneral Description The purpose of this position is to supervise the daily operations of the Biosolids Department and manage the safe, efficient transportation, disposal, and contract administration of biosolids and related hauling operations throughout the utility. This position is responsible for leading a team of Equipment Operators/Truck Drivers, managing multiple service contracts, overseeing departmental budgets, coordinating biosolids hauling for nine wastewater treatment facilities, and ensuring regulatory compliance. This position serves as the primary liaison between Toho and multiple contracted service providers, develops long-term capital improvement plans and annual operating budgets, coordinates hauling schedules, oversees contractor performance, and provides leadership for departmental staff through training, performance evaluations, scheduling, and employee development. The employee also assists with procurement activities, contract development, capital planning, and continuous improvement initiatives that enhance operational efficiency and reduce operating costs. Essential Functions Senior Foreman of Field Services (Biosolids Department) 1. Manages Contracts and Vendors – Administers contracts such as grounds maintenance, weed control, biosolids hauling, and other service contracts. Monitors contractor performance, reviews invoices, resolves issues, assists with negotiations, and supports the development of bid documents. 2. Supervises Staff – Directs and manages Equipment Operators/Truck Drivers by assigning work, coordinating schedules, approving timecards and leave, conducting performance evaluations, providing training and coaching, and administering corrective action as needed. 3. Manages Biosolids Hauling Operations – Oversees biosolids hauling for nine water reclamation facilities, ensuring regulatory compliance, efficient transportation, and uninterrupted disposal operations. 4. Manages Disposal Sites – Oversees sand and grit disposal sites supporting lift station maintenance, ensuring proper operations, environmental compliance, and cost-effective disposal practices. 5. Manages Budgets – Develops and administers the annual Capital and Operating Budgets for the Biosolids Department and monitors expenditures. 6. Manages Fleet and Equipment – Coordinates vehicle and heavy equipment utilization, scheduling, preventive maintenance, and replacement planning. 7. Ensures Regulatory and Safety Compliance – Ensures operations comply with applicable safety regulations, environmental requirements, permits, and departmental procedures. 8. Improves Operations and Controls Costs – Identifies and implements opportunities to improve efficiency, optimize equipment and contractor utilization, reduce costs, and enhance service delivery. 9. Coordinates Internal and External Activities – Serves as a primary point of contact between Toho staff, contractors, regulatory agencies, and utility management to coordinate work and resolve operational issues. 10. Performs Administrative and Procurement Functions – Prepares purchase requests, reviews invoices, maintains records, prepares reports, supports procurement activities, and assists with departmental planning. 11. Performs Other Duties – Performs other duties as assigned. Minimum Qualifications Minimum Qualifications Any combination of education and experience which demonstrates the candidate's ability to successfully perform the essential functions of the position will be considered. Minimum of five (5) years of progressively responsible experience in utility operations, heavy equipment operations, transportation, biosolids management, contract administration, or related field.
