Employment Type: Full-time Work Arrangement: Fully remote Location: Washington, DC (Employer headquarters) Salary: $85,000–$100,000/yr (commensurate with experience and qualifications) Position Summary: We are seeking a Senior Federal Contract Closeout Specialist to support a contract with the Department of Homeland Security (DHS), Office of Procurement Operations (OPO). This is a senior-level federal contract administration role requiring extensive post-award experience, specialized federal contracting knowledge, and familiarity with contract closeout procedures and government financial systems. The primary objective is to reconcile and close outstanding contract actions, ensure accurate financial settlements, recover overpayments, and de-obligate unused funds in compliance with applicable federal acquisition regulations and DHS policies. Key Responsibilities: Reconcile the status of funds in the PRISM contract file with financial records in the applicable financial management system. Prepare and issue contract closeout modifications and all supporting documentation. Reconcile contract funding obligations and expenditures against invoice and voucher amounts. Determine amounts due to the government or payable to contractors for expired option periods. Coordinate with vendors, the DHS Finance Office, DHS program offices, Contracting Officer's Representatives (CORs), DCAA/DHS auditors, and OPO staff to obtain information necessary for reconciliation and closeout. Verify that contract closeout documentation confirms final payment for expired periods of performance and option periods. Ensure overpayments are recovered and remaining unliquidated funds are de-obligated in accordance with the Homeland Security Acquisition Regulation (HSAR), Homeland Security Acquisition Manual (HSAM), and OPO policies and procedures. Meet assigned performance metrics throughout the reconciliation and closeout process. Required Qualifications: Bachelor's degree (BA/BS). 10 years of post-award contract administration, management, and closeout experience. 5 years of specialized federal government contract management and administration experience. Working knowledge of PRISM and government contract-writing and financial management systems. Ability to interpret federal acquisition regulations, policies, and procedures. Strong written and verbal communication skills. Ability to research and analyze technical and cost contracts. Preferred Qualifications: DAWIA certification or Federal Acquisition Certification in Contracting (FAC-C), Level III. Existing DHS security clearance. Ability to obtain a DHS security clearance, if required. IT Systems and Software: The position involves using the following systems and applications: Contract and Financial Management: PRISM, Enterprise Information System (EIS). Office Productivity: Microsoft Word, Excel, PowerPoint, Outlook, and Teams. Contracting and Procurement: Contract Opportunities, GSA eBuy. Contractor Performance and Registration: CPARS/PPIRS, System for Award Management (SAM). Document Management: Adobe Acrobat.
