Position Overview: Responsibilities: Coordinate assigned portions of the College's operating budget process. Monitor departmental budgets, identify variances, assist departments with budget questions, and review funding and costing allocations for new and changed positions for recommendation to the AVP. Prepare financial reports, analyses, and presentation materials for review by the AVP and senior leadership, including materials used for Board of Trustees meetings. Support preparation of the College's annual State budget submission and related forecast reports. Serve as a functional user of PBCS and related budget applications. Assist with system maintenance, automated reporting, expenditure monitoring, discrepancy resolution, the College-wide budget website, and annual external-audit requests. Prepare automated reports and key budget performance indicators. Participate in testing and implementation of enterprise systems and software affecting budgetary information. Assist with budget assumptions and multiyear operating and capital projections. Research, analyze, and present financial and enrollment information, including profit-and-loss analyses for assigned programs and schools. Provide routine financial support to accounting, grants administration, accounts payable, procurement, and other areas. Assist with financial support provided to the Student Finance Board. Review the funding and budget impact of position requests, backfills, and reclassifications and provide recommendations to the AVP for final determination. Coordinate follow-up from official meetings, complete assigned special projects and studies, and perform other related duties as assigned. Support the procurement team's maintenance of the supplier database in the ERP system by reviewing data for accuracy and adherence to established controls. Perform payroll budget-to-actual reviews and payroll-to-GL reconciliations. Work with Payroll to research costing errors and validate allocations against approved budgets. Qualifications: Required: Bachelor's degree in business, accounting, finance, public administration, or a related field. Five years of progressively responsible experience in budgeting, financial planning and analysis, accounting, or financial management. Ability to analyze financial data, identify variances, and prepare accurate reports and recommendations. Advanced proficiency with Microsoft Excel and experience with PeopleSoft, PBCS, or comparable financial and budgeting systems. Knowledge of budgeting, forecasting, position management, financial analysis, internal controls, and account reconciliation. Ability to manage competing priorities, work independently within established procedures, and appropriately escalate complex issues. Strong written and verbal communication skills and the ability to explain financial information clearly to campus stakeholders. Preferred: Advanced degree in a related field. Higher education or public-sector budgeting experience and experience with enterprise budgeting systems are preferred.
