The Department of Parks is seeking to fill this position in the Purchasing Division. Purchasing Officer II responsibilities include, but are not limited to: Receive requests to purchase goods and non-professional services that are within the Department of Parks small purchasing authority. Create Purchase Orders (PO) or Delivery Orders (DO) in eMARS, and forward approved PO / DO to the vendor for processing. Develop and issue Request for Quotation (RFQ) to vendors. Publicly announces the RFQ by posting on the Commonwealth’s eProcurement website. Obtain quotes from potential vendors and evaluate the responses received. Based on evaluation, awards contracts for goods and/or non-professional services. Serve as agency liaison for price contracts with the Finance and Administration Cabinet by evaluating performance of vendors and issuing performance evaluation requisitions for renewal of the contract. When contract expires creates requisition with data. Monitor purchases made for conformation with the Model Procurement Code by verifying goods and/or service received and route for payment. Minimum Requirements EDUCATION: Graduate of a college or university with a bachelor's degree EXPERIENCE, TRAINING, OR SKILLS: Two years of purchasing experience. Substitute EDUCATION for EXPERIENCE: NONE Substitute EXPERIENCE for EDUCATION: Experience in purchasing will substitute for the required college on a year for year basis. Certification with the National Institute of Governmental Purchasing as a Certified Professional Public Buyer (CPPB) will substitute for one year of the college requirement OR certification as a Certified Public Purchasing Officer (CPPO) will substitute for two years of the college requirement.
