Broward CountyREQUIREMENTS AND PREFERENCES ***** This is an in-office position*****The Broward County Board of County Commissioners is seeking qualified candidates for a Purchasing Manager position for one sourcing section in the Purchasing Division: Operations (for variety of commodity and service procurements, such as food, furniture, materials and supplies.The Broward County Purchasing Division is responsible for procurement of goods, services, construction, and professional services for over 60 different agencies of the Board of County Commissioners. As a centralized purchasing agency, the Division is responsible for:Creating and issuing solicitations Vendor selectionNegotiationsAwardContract ManagementReportingDisposal of surplus property, andLogistic / resource management support for emergenciesThe Broward County Purchasing Division has been nationally recognized, receiving the National Institute of Government Procurement’s Outstanding Agency Accreditation Award (OA4), and the National Procurement Institute’s Achievement of Excellence in Procurement Award. Additionally, it has received the Florida Association of Public Procurement Officials, Inc. Additionally, this position includes up to 40 hours of Job Basis Leave.General Description:Administrative and supervisory work coordinating the procurement operations of the County's central purchasing system.Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.Minimum Education and Experience Requirements:Requires a Bachelor's degree from an accredited college or university with major coursework in public or business administration or closely related field.Requires six (6) years in a centralized purchasing operation including four (4) years in public sector purchasing and supervisory experience involving either projects or staff or closely related experience.Preferences:Master's Degree in relevant fieldJuris DoctorateCertified Professional Public Buyer (CPPB) Certified Public Purchasing Officer (CPPO) Certified Procurement Professional (CPP) Certified Project Management Professional (PMP) Advanced experience in Government Procurements for Professional Services: Architectural & Engineering Services; Construction; Information Technology or any equivalent experience1+ years of advanced experience using PeopleSoft modules. SCOPE OF WORK Duties and Responsibilities The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary. Supervises staff to ensure that assigned responsibilities are completed accurately and on a timely basis; reviews agenda reports being submitted to the Board of County Commissioners for quality control. Researches and makes recommendations regarding legitimacy of sole source/sole brand requests; researches and/or coordinates responses in respect to whistleblower complaints and possible suspension and/or debarment of vendors.
