GENERAL DESCRIPTION OF THE WORK OF THE POSITION: This is a highly responsible administrative and technical position involving responsibility for coordinating the City’s purchasing activities. Work involves serving as the official contracting and procurement coordinator for all departments of the City for the purchase of a wide range of materials, supplies, equipment and services. Work includes assisting with the drafting of commodity specifications and the review and implementation of purchasing procedures in compliance with the rules and regulations governing such activities. The employee in this class is expected to exercise considerable independence and initiative in accomplishing program objectives and efficiency of purchasing operations. 6. DUTIES OF THE POSITION (ILLUSTRATIVE ONLY): Reviews requisitions and works closely with staff to interview requestors and department heads concerning the purchase of supplies, equipment, and services Issue Purchase Orders Prepares and publishes invitations to bid; receives and records bids for supplies, equipment, and services Follows purchasing procedures Conducts research methods in an on-going effort to improve the efficiency and effectiveness of the City’s procurement process Identifies sources of product information and future bidder information Communicates with Department Heads to compile surplus property list annually Assists in preparation of the surplus property Ordinance Advertise and manage the disposal of surplus items through the bid process Maintains and manages contracted service agreements as assigned Local travel is required for training and to meet with departments/stakeholders regarding procurement Other duties as assigned by the Finance Director 7. DESCRIPTION OF SUPERVISION RECEIVED BY AN INCUMBENT OF THIS POSITION: The incumbent of this position receives direction/supervision from the Finance Director. 8. DESCRIPTION OF SUPERVISION EXERCISED BY AN INCUMBENT OF THIS POSITION: No authority granted. 9. KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED FOR PERFORMANCE OF THE WORK: Considerable knowledge of public administration, business methods, purchasing and marketing practices, good knowledge of the laws relating to public purchasing, knowledge of a wide variety of equipment and supplies including technical items used in public service division; a high degree of tact and diplomacy in dealing with vendors and department heads; initiative and resourcefulness; professional integrity; ability to establish and maintain effective work relationships with employees, consultants, the City Attorney, public officials, vendors and the general public; good office communication skills; proficient knowledge of Microsoft programs such as Word, Excel and Publisher; ability to speak publicly. 10. EDUCATION AND/OR EXPERIENCE NECESSARY FOR WORK PREPARATION: College degree in business or public administration preferred and/or purchasing experience, which provides the required knowledge, skills, and abilities. Must possess and maintain a valid WV Driver’s License. 11.
