Kiewit CorporationRequisition ID: 182630 Job Level: Senior Level Home District/Group: DHO Kiewit Supply Network Department: Supply Chain Management Market: OGC Employment Type: Full Time Position Overview The Project Procurement Manager is responsible for leading all functional procurement activities for assigned engineering, procurement, and construction projects. This position develops and executes the project procurement plan, manages the project supply chain budget, oversees procurement schedules and daily workflows, and ensures equipment, materials, subcontracts, and services are procured in accordance with project cost, schedule, quality, and contractual requirements. The Project Procurement Manager serves as the primary procurement representative to project leadership and works closely with Engineering, Construction, Project Controls, Legal, suppliers, subcontractors, and other stakeholders throughout the project lifecycle. This individual leads critical negotiations, develops supply chain risk mitigation plans, and provides leadership and development to assigned procurement and supply chain personnel. District Overview Kiewit Supply Network specializes in providing comprehensive procurement services to clients across the construction and engineering industries in multiple markets, including transportation; water/wastewater; power; oil, gas and chemical; building and mining. Our key objectives are to offer clients a world-class service that ensures equipment, materials and services are consistently estimated and procured at the right price and delivered on schedule. Location This position is based out of our Houston, Texas office. Responsibilities Oversee and plan all aspects of purchasing from pre-bid to closeout. Represent company in negotiating contracts and formulating policies with suppliers, subcontractors and professional service providers. Negotiate commercial terms and conditions with equipment vendors, material vendors, professional service providers and subcontractors; consult with corporate attorneys and senior management to minimize project and corporate risk while maintaining commercial competitiveness. Monitor and oversee execution of the purchasing buy-out. Direct and coordinate activities of personnel engaged in buying and/or estimating materials, equipment, subcontract and professional services. Oversee staff training. Locate and assist in the evaluation and qualification of vendor materials and equipment, subcontractors, and professional service providers. Process requisitions and prepare purchase orders for supplies and equipment. Assist in the development and implementation of procurement and contract management instructions, policies and procedures. Maintain records of goods ordered and received. Provide feedback to assist in analyzing market and delivery systems to assess present and future material availability. Resolve vendor or contractor grievances and claims. Review purchase order or subcontractor claims and contracts for conformance to company policy. Oversee administration of online purchasing systems. Communicate and enforce purchasing policies & procedures to project team. Provide training to ensure policies and procedures are followed. Responsible for projections, financial planning, expediting, delivery schedules and project purchasing reporting. Oversee the development and review of all procurement analytics, reporting and deliverables. Implement and oversee project mobilization activities including office set-up, site general arrangement, etc. Oversee project support such as site security, recycling, temporary fencing, jobsite signage, dumpsters, trailer set up, etc. Work with the material management department to ensure proper material receiving and control. Qualifications Several years of experience in managing Procurement on LNG projects Proficient in Microsoft Office (PowerPoint, Word, Excel) with general knowledge of database utilization.
