About CRC Associates and the project CRC Associates Inc. is an electrical contractor specializing in transit infrastructure, with a track record delivering electrical, communications and security work for the MTA, Port Authority of NY & NJ, Amtrak and NYSDOT. We have been awarded a contract by the Washington Metropolitan Area Transit Authority (WMATA) to install an enhanced video surveillance system on Metrorail cars. The program covers roughly 750 railcars — the 7000-series fleet plus WMATA's revenue collection vehicles — and includes IP cameras, network video recorders, network switches, and the power and data cabling that ties them together. Work is performed inside WMATA railyards, primarily Greenbelt (College Park, MD) and Dulles (Sterling, VA), over an 18-month period of performance. We are hiring a DC-area Project Manager to own this program from kickoff through final acceptance. The role As Project Manager you are CRC's single point of contact with WMATA's project team and Contracting Officer's Technical Representative (COTR), and you are accountable for schedule, cost, quality and safety on every car. You will lead field foremen and installation crews working two shifts across two railyards, and report to CRC executive leadership. What you'll do Plan and schedule: Build and maintain the master project schedule in MS Project or Primavera P6, with weekly updates for the revenue collection vehicles and monthly updates for the 7000-series fleet. Run the owner relationship: Lead the kickoff, write the Project Management Plan, chair weekly progress meetings with WMATA, and deliver status reports. Notify WMATA within 48 hours of any issue that could cause a shortage or delay. Coordinate car access: Work with WMATA rail operations to schedule out-of-service married pairs, keep two installation positions productive across 1st and 2nd shift, and minimize car movements. Manage submittals and deliverables: Drive railcar evaluation reports, detailed design, Field Modification Instructions (FMIs), acceptance test plans, O&M manuals and training materials through WMATA review and approval on schedule. Direct field production: Plan crew loading, supervise foremen, and hold production to the rate needed to finish roughly 375 married pairs in 10 batches. Control materials and logistics: Expedite long-lead equipment (IP cameras, NVRs, switches), run the secured staging facility, and keep an accurate inventory log of serial numbers, part numbers, IP and MAC addresses. Own quality and acceptance: Enforce installation standards, review per-car installation and test reports, and close out punch items through COTR acceptance. Lead safety: Make sure every worker completes WMATA site-access and safety training, and enforce safe work practices in an active railyard. Manage cost and billing: Track budget, labor hours and change orders, and prepare milestone payment packages. Coordinate the team: Manage technical partners, suppliers and subcontractors, plus worker badging and onboarding through closeout. Qualifications – Required 7+ years managing electrical, communications, security or low-voltage installation projects 3+ years on transit, rail or public-agency projects with a formal owner review process (submittals, RFIs, change orders, test plans) Experience managing field crews of 20+ across multiple shifts or sites Working knowledge of IP video and network systems: cameras, NVRs, switches, Ethernet and fiber cabling Proficiency in MS Project or Primavera P6, Excel and Bluebeam (or similar) Strong writing skills for reports, meeting minutes and owner correspondence OSHA 30 Valid driver's license; based in or willing to relocate to the DC/MD/VA area Able to pass a criminal background check and obtain a WMATA contractor badge Qualifications – Preferred Experience with WMATA or another major rail transit agency Railcar, rolling-stock or vehicle modification and retrofit experience PMP certification Bachelor's degree in el…
