Job Title: PROJECT DIRECTOR BUSINESS TRANSFORMATION Job ID: 67276 Job Category: Project Management Division & Section: Development Review, Engineering Review Work Location: Metro Hall, 55 John St. Job Type & Duration: Full-time, 1 Temporary (18 month) vacancy Salary: $144,591.00 – 196,565.00, TM2557, DPE1 Shift Information: Monday to Friday, 35 hours per week Affiliation: Non-Union Number of Positions Open: 1 Posting Period: 5-OCT-2026 to 20-OCT-2026 Reporting to the Director, Engineering Review, the Project Director Business Transformation will provide strategic leadership and overview of the Development Engineering teams within the Development Review Division. The role will also provide key support to business process improvements, organizational change initiatives, and the development of a future-state operating model to enhance service delivery, operational effectiveness, and organizational performance. Major Responsibilities: Develops, designs and implements functional policies and programs that make major changes in overall business performance based on long-term needs. Contributes to the continuous improvement of divisional performance through analysis and the development and implementation of sound management practices and procedures, provides management staff with direction and guidance, processes and tools to increase efficiencies and improve effectiveness of the services provided by this section. Directs, through subordinate management staff, all activities of the team, delegating management responsibility. Leads and motivates a diverse workforce, ensures effective teamwork, provides resolution to controversial labour relations issues, ensures high standards of work quality and organizational performance, continuous learning and encourages innovation in others. Develops, recommends and administers the annual budget for the team, and ensures that the team's expenditures are controlled and maintained within approved budget limitations. Leads transformational initiatives and supports and implements process improvements to enhance the efficiency and effectiveness of development review. Works with senior staff in developing a future state operating model for the division. Develops and implements project management strategies and processes that build on best practices for effective organizational transformation which will form the future state operating model. Leads integration initiatives through process mapping, risk analysis, and performance evaluation. Works with the Director, Engineering Review, the Division Head, and all stakeholders to reach division goals and objectives project goals. Provides updates and reports on the project status, issues, deliverables and milestones to the Steering Committee. Directs the development and implementation of divisional change management strategies, including training, communications and staff engagement initiatives. Provides leadership and oversight to multi-disciplinary project teams. Establishes a best practice approach that ensures transparency and fairness in decision making and project implementation. Fosters the development of an organizational culture that focuses on delivering exceptional outcome focused services. Key Qualifications: The successful candidate for the position of Project Director Business Transformation will have: Post-secondary education with relevant management training and experience, or an equivalent combination of education and/or related experience. Extensive senior level experience managing, leading, coaching, developing and motivating staff in the delivery of a major change initiative. Extensive experience leading complex projects with demonstrated achieved objectives on large-scale (divisional and/or organizational) transformational initiatives with emphasis on organizational strategic direction, financial, procurement and risk management.
