About the Role: The Program Controller (PC) is an integral member of the PMO. The PC is responsible for performing quantitative schedule risk analysis and supporting program risk management for complex aerospace and defense programs. The role works with Programs Director, Program Managers, schedulers, engineering leads, and other functional owners to evaluate schedule uncertainty, model program risks, determine confidence levels for major milestones, and identify the primary drivers of schedule performance. Key Responsibilities: Plan and execute Schedule Risk Assessments (SRA) using Monte Carlo simulation and recognized industry practices. Develop and maintain SRA models based on the current Integrated Master Schedule. Coordinate development of optimistic, most-likely, and pessimistic three-point estimates and supporting rationale with functional task owners and program managers. Apply individual and global uncertainty distributions consistent with contractual and program requirements. Incorporate applicable program risk-register events, probabilities, and schedule consequences into quantitative risk models. Perform P50/P80 confidence analysis, milestone probability analysis, sensitivity analysis, and Tornado Chart analysis. Identify activities, risks, and schedule paths having the greatest influence on program milestones. Evaluate adequacy and consumption of schedule margin and support development of risk-based schedule forecasts. Work with Program Managers and functional owners to evaluate mitigation strategies and quantify their effect on schedule confidence. Prepare SRA assumptions, results, sensitivity analyses, and supporting presentation material for PMRs, SMRs, EV reviews, and customer reviews. Support integration of program risk management with the IMS and overall program execution strategy. Support the development and maintenance of Integrated Master Schedules (IMS) using Microsoft Project or equivalent tools. Coordinate schedule inputs and progress updates with Program Managers and functional owners across engineering, procurement, manufacturing, integration, qualification, and delivery. Prepare schedule status summaries and recovery scenarios for program leadership and customer reviews. Required Skills, Experience and Behaviors: Bachelor’s degree in Engineering, Mathematics, Statistics, Business, Program Management, or related discipline. 3+ years of experience in program controls, schedule risk analysis, quantitative risk analysis, or related aerospace/defense work. Strong understanding of Critical Path Method scheduling, Monte Carlo simulation, three-point estimating, probability distributions, and schedule risk analysis . Familiarity with EVM/EVMS, DCMA schedule practices, and NDIA PASEG . Experience with Deltek Acumen Risk, Safran Risk, RiskyProject , Primavera Risk Analysis, or similar quantitative risk-analysis tools preferred. Ability to interpret technical and programmatic risks and translate them into defensible quantitative schedule assumptions. Strong analytical, facilitation, documentation, and presentation skills. Proficiency with Microsoft Project or equivalent scheduling tools, including experience maintaining Integrated Master Schedules.
