Role Description The Strategic Procurement Manager is a full-time, hybrid role based in Pittsburgh, PA, with flexibility for part-time work from home. This role oversees the end-to-end procurement lifecycle, including sourcing strategies, supplier evaluation, bid processes, and contract awards for a wide range of goods and services. Day-to-day responsibilities include analyzing spending data, identifying cost-saving and value-creation opportunities, and ensuring compliance with applicable policies, regulations, and ethical standards. The Strategic Procurement Manager collaborates with internal departments to understand requirements, develops and negotiates contracts, manages vendor relationships, and monitors supplier performance against service, quality, and sustainability goals. The position also contributes to continuous improvement of procurement processes, tools, and guidelines to support efficient, transparent, and equitable public purchasing. Qualifications Strong procurement and strategic sourcing skills, including experience with public or large organizational Procurement processes. Ability to evaluate suppliers effectively, including Supplier Evaluation and performance monitoring. Advanced Analytical Skills for spend analysis, forecasting, and data-driven decision-making. Proficiency in Contract Negotiation, including developing terms, pricing, and risk mitigation strategies. Experience with Contract Management, including lifecycle oversight, compliance tracking, and renewals. Bachelor’s degree in business, supply chain management, public administration, or a related field; equivalent experience may be considered. Strong communication, collaboration, and stakeholder management skills, with the ability to work across departments and levels. Demonstrated ability to work in a hybrid environment, manage multiple priorities, and meet deadlines with attention to detail. Familiarity with e-procurement systems, ERP platforms, and standard office software; certification in supply management or procurement (e.g., CPSM, CPP, CPPO) is a plus.
