Prepares various procurement documents to include specifications, invitation for bids and requests for proposals. Trains staff on the eVA system, purchasing requirements, and policies as needed to provide accurate and timely purchasing functions following VPPA, DPS/DGS, departmental and institutional policies for all purchases. Responsible for keeping the Procurement Specialist Sr. and Regional Business Manager aware of potential problems and responsible for resolving problems in a timely manner. Coordinates evaluations of vendor performance. Ensures duties are performed as needed and policies are followed. Minimum Qualifications Working knowledge of state and agency policies and procedures for procurement. Ability to evaluate bids, requests for proposals, and purchase orders for goods, services, and equipment. Ability to complete the Virginia Ethics Council Conflict of Interest (COI) filing within two (2) business days of hire and annually thereafter, in accordance with the Code of Virginia § 2.2-3100. Ability to complete COI training within two (2) months of hire and every other year thereafter, as required by Code of Virginia § 2.2-3132. Additional Considerations Must possess a working knowledge of computers and be proficient in computer and typing skills. Ability to maintain automated and manual filing system. Must demonstrate the ability to communicate effectively with vendors and agency personnel, to follow oral and written instructions, to resolve complaints, and to maintain proper working relationships. Virginia Contracting Associate (VCA) or higher - Virginia Contracting Officer (VCO) or other related certification preferred. If individual does not have the VCA certification, the individual will be required to obtain the VCA or VCA within one (1) year of being hired as a condition of employment.
