Procurement Specialist, Military Procurement and Contracting Management

Location: DND facilities located in Gatineau, QC. Duration: 3 year contract Active Security Clearance: Secret Level II (MANDATORY) Special requirement: At least 72 months of direct experience with Department of National Defense. With up to 9 years of recent experience in performing the following duties: 1. Formal quality assurance reviews for Canadian military contracts in each of the following areas: Terms and Conditions; Standard Acquisitions Clauses and Conditions; Government Contracting Policy/Canadian Federal Government Contracts Regulations; Contract Security Regulations; Canadian national and international Trade Agreements; Contractor Selection Methodology; Basis of Payment; and Technical and Financial Evaluation criteria; 2. Developing and reviewing all of the following procurement and contracting documentation for the Canadian Defense: Requirements; Procurement Plans; Statements of Work/Statements of Requirements; Risk Assessments; Technical Documents; Request for Proposals; Bid Evaluation Criteria; and Contracts 3. Reviewing the following procurement vehicles for adherence to Canadian Defense Procurement and Contracting procedures and policies: Contracts; Memorandums of Understanding; Contractual Arrangements; Standing Offers; Supply Arrangements; Foreign Military Sales 4. Creation of minutes, spreadsheets and presentations, training packages, Standard Operating Procedures, and Procurement Templates. 5. Development of specific processes for the implementation of Defense Procurement and Contracting procedures and policies. 6. Development and delivery of Defense procurement training. 7. Quality control directly related to the review of procurement files for Senior Management approval to ensure that files meet Canadian Federal Government contracting standards.
