Position Summary 

The Procurement Specialist is responsible for managing and administering procurement activities in compliance with HUD regulations, NRHA Statement of Procurement Policy, and applicable federal, state, and local laws and will report to the Procurement Manager. This role ensures transparency, fiscal responsibility, and accountability in all procurement and contracting activities by monitoring vendor performance and enforcing compliance with labor standards and economic opportunity initiatives. 

Essential Functions 

  • Procurement & Purchasing
    • Reviews requisitions for accuracy and completeness.
    • Prepares purchase orders and ensures compliance with policies and regulations.
    • Obtains competitive quotes and conducts bidding processes.
    • Negotiates pricing, terms, and delivery schedules when appropriate.
    • Develop and manage solicitations (IFBs, RFPs, RFQs) for goods and services.
    • Prepare bid documents, evaluate proposals, and recommend awards in accordance with established standards.
    • Ensures timely receipt of products and services.
    • Conduct procurement activities in accordance with HUD regulations, NRHA procurement policies, and applicable laws. 
  • Compliance & Documentation
    • Ensure all procurement activities comply with HUD Handbook 7460.8 REV 2, 2 CFR Part 200, and NRHA Statement of Procurement Policy.
    • Draft, review, and monitor contracts to ensure compliance with terms and conditions, 
    • Provide guidance to vendors on compliance obligations, including but not limited to, Davis-Bacon Act (DBA) requirements; Section 3 participation requirements; MBE/WBE, SWaM, and other Economic Opportunity Participation Goals. 
    • Monitor and track contract performance, deliverables, and expiration dates; initiate renewals or re-bids as needed.
    • Review and process change orders and invoices or pay applications in accordance with NRHA Statement of Procurement Policy.
    • Maintains accurate procurement records, price lists, and vendor catalogs.
    • Conduct compliance reviews and assist in resolving deficiencies or non-compliance issues.
    • Prepares reports and assists with audits as needed.
    • Advises staff on procurement processes and provides training when required.
    • Participates in or leads procurement-related training sessions.
    • Researches products and services to identify cost-saving or efficiency opportunities.
    • Cross-trains on procurement procedures to provide backup support.

Performance Standards 

  • Requisitions and purchase orders are reviewed and processed accurately, completely, and in compliance with NRHA policies and applicable regulations.
  • Purchases are completed in a timely manner, with proactive follow-up to ensure prompt delivery of goods and services.
  • Vendor relationships are maintained professionally, with issues resolved effectively and documented appropriately.
  • Competitive quotes and bids are obtained and analyzed to ensure cost-effective procurement decisions.
  • Records, files, and documentation are maintained in an organized, accurate, and secure manner.
  • Communication with departments and vendors is clear, consistent, and responsive to inquiries.
  • Procurement training, support, and guidance provided to staff is accurate and promotes compliance.
  • Reports are prepared accurately and submitted within established deadlines.
  • Opportunities for cost savings, process improvements, or efficiency are identified and shared with management.
  • Work is performed with a high degree of professionalism, integrity, and confidentiality. 

Minimum Qualifications 

Associate’s degree in Business Administration, Supply Chain Management, or related field. Three  to five years of procurement or purchasing experience. Equivalent combination of education, training, and experience may be considered. 

Special Requirements

  • Must possess a valid driver’s license.
  • Subject to a background check and reference verification prior to hire.
  • Must maintain confidentiality and adhere to NRHA’s code of conduct and ethics policies. 

Knowledge, Skills, and Abilities 

  • Strong knowledge of HUD procurement regulations, federal grant compliance procurement principles, contract law, and applicable regulations.
  • Familiarity with organizational procurement policies and procedures.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook) and procurement software.
  • Negotiation and vendor management skills.
  • Strong communication skills, both written and verbal.
  • Analytical ability to interpret complex specifications, contracts, and product information.
  • Ability to work independently, prioritize tasks, and meet deadlines.
  • Ability to uphold ethical standards in procurement, avoiding conflicts of interest and ensuring open competition.
  • Provide training and guidance to staff on procurement and contract administration best practices. 

Physical Requirements 

While performing the duties of this job, the employee is frequently required to sit, talk, see, or hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 20 pounds.

VRS Contribution:   All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
