Join our Procurement Services Office 

Step into a high‑impact leadership role overseeing a dynamic procurement team. As our Procurement Manager, you will guide and support staff through the full purchasing cycle, ensuring efficient operations, sound contract negotiations, and high‑quality work products. This role is responsible for coordinating daily workflow, hiring and developing team members, assigning work equitably, and upholding policies, procedures, and management directives.

This hands‑on, leadership position is ideal for someone who excels in a dynamic, fast‑paced environment. The Procurement Manager reports directly to the Procurement Office Chief and leads a team of eight procurement professionals. We are seeking a candidate with robust management experience and a proven track record of leading teams through complex, high-priority projects. This position is a cornerstone of the District’s long-term leadership strategy. The successful candidate will be integrated into a formal succession plan, receiving the mentorship and executive exposure necessary to eventually transition into the Bureau Chief role. This is a unique opportunity for a motivated leader to intentionally build a path toward senior executive management within the organization.

This role balances essential on-site collaboration with the ability to manage remote-eligible tasks effectively (Florida residency required). Compensation:
Procurement Manager 1:$69,030.00 - $84,960.00
Procurement Manager 2:$79,650.00 - $95,580.00
Procurement Manager 3:$90,270.00 - $106,200.00

The starting salary range for the Admin/Business Manager profile reflects the minimum to approximately 60% of the respective pay grade. The starting salary will be based on the education and experience of the successful candidate. The District conducts annual performance evaluations that may award applicable pay increases based on positive employee performance.

Essential Functions

  • Coordinates daily work activities and shifting priorities for assigned procurement staff, ensuring workload balance, timely task completion, and alignment with organizational goals.
  • Monitors, evaluates, and documents staff progress and performance, providing clear expectations, constructive feedback, and support to resolve issues impacting workflow or quality.
  • Develops and implements short‑ and long‑term goals, work plans, and process improvements to organize and streamline procurement operations; may lead or assist on special projects when operational needs arise.
  • Identifies and supports staff development needs by providing ongoing coaching, mentoring, technical guidance, and opportunities to build procurement knowledge, skills, and professional growth.
  • Assists the Procurement Office Chief in creating or refining policies, processes, procedures, and workflow guidance, contributing to user‑friendly instructions, standardized practices, and the development of performance metrics.
  • Creates and maintains customer‑focused procurement guidance materials, templates, forms, and reference documents, ensuring clarity, consistency, and accessibility for both internal staff and external stakeholders.

Working Conditions

Employees work in a standard office environment. Occasional travel usually during the workday is required. Performs continuous repetitive tasks (to include keyboarding) with one or both hands. Occasionally lifts and carries objects up to 10 pounds. Occasionally requires bending and reaching above shoulder level. May spend time out in the field in remote areas. Employee may be subject to call-in outside of regularly scheduled work hours, or required to be on call, including on nights, weekends or holidays, to respond to emergency management activities or other incidents requiring rapid response in support of District operations.

Required Credentials for Procurement Manager

Procurement Manager 1  

  • Bachelor's degree (or higher) in Business Administration or related field and four years procurement or purchasing related work experience 
  • Equivalent combination of education and experience is accepted 
  • Two years of supervisory experience preferred 
  • Valid Driver's License

Procurement Manager 2  

  • Bachelor's degree (or higher) in Business Administration or related field and six years procurement or purchasing related work experience 
  • Equivalent combination of education and experience is accepted 
  • Four years of supervisory experience 
  • Valid Driver's License

Procurement Manager 3 

  • Bachelor's degree (or higher) in Business Administration or related field and eight years procurement or purchasing related work experience 
  • Equivalent combination of education and experience is accepted 
  • Six years of supervisory experience 
  • Valid Driver's License

Preferred Credentials for Procurement Manager 

  • Previous public-sector work experience
  • Previous management experience with supervision of permanent staff

Additional Details

This position is typically scheduled to work 40 hours per week, Monday to Friday, out of the Brooksville, FL office, however some remote work may be available. This position is eligible for compensatory time for hours worked over 40 hours, in a week.

Travel Required

Yes. Some travel, using District vehicle, within the District's coverage area.
