As a working director, the position is responsible for both the development of procurement strategy and the direct execution of complex purchasing, contracting, solicitation, negotiation, and supplier management activities. The Director ensures compliance with applicable laws, regulations, PASSHE requirements, and University policies while promoting operational efficiency, fiscal stewardship, risk management, and customer service. The position supervises procurement staff and serves as the University’s primary resource for procurement and contractual matters. Lead process improvements, technology initiatives, and operational enhancements to improve efficiency, compliance, and service delivery.
