Finance helps to ensure that programs and operations have the information, analysis, funding, and capacity to deliver critical services effectively and meet the NYC Health Department’s public health and racial equity objectives. Finance is organized into five bureaus, each led by an Assistant Commissioner: Bureau of the Agency Chief Contracting Officer; Bureau of Budget; Bureau of the Controller; Bureau of Finance Administration and Planning; and Bureau of Revenue. Position Summary: The Bureau of the Agency Chief Contracting Officer (ACCO) is seeking a dedicated and detail-oriented Research Assistant to serve as a Procurement Coordinator. Reporting to the Director of Health Contracts, the selected candidate will play a key role in supporting the procurement process by conducting research, preparing procurement documents, and ensuring compliance with applicable rules and regulations. This position involves coordinating with various internal teams, vendors, and stakeholders to facilitate efficient and effective procurement operations that align with the agency's goals and priorities. Duties will include but not be limited to: Prepare procurement documents, including Pre-Solicitation Reviews, Public Hearing Packages, City Record Notices, Responsibility Determinations, Determination of Awards, Renewals, and Modifications, ensuring accuracy and compliance with procurement policies. Utilize Agency and Citywide systems in the processing and approval of procurement actions and contract awards. Provide status update in all systems on a regular basis. Review and confirm that contract scopes are comprehensive, clearly defined, and meet the operational needs of the Agency. Perform research and analysis to determine fair market value for goods and services Utilize reliable online sources and databases to identify adverse information, such as lawsuits, penalties, or regulatory actions involving awarded contractors. Summarize the findings and escalate any red flags or concerns to Senior Leadership. Communicate with vendors to request required documentation, review submitted materials for accuracy and compliance with procurement rules and regulations, and provide feedback and technical assistance as needed. Ensure timely registration of contracts; accurately and efficiently manage procurements from time of assignment until registration. Identify challenges and solutions on procurement matters; correspond with program and ACCO Leadership for rapid solution. Attend and participate in meetings to provide detailed updates on the status of procurement actions and address any questions or concerns.
